It's pretty solid. Not the best build and not the worst. You trade damage for survivability later, but that won't be until after level 38 and Granite Armor.

Not every language has an equivalent punctuation system, but in English a question mark (?) is used to indicate when a sentence is a question and not an exclamation or statement. This may not seem important now, but in the future you may find that most occupations that are higher paying and more prestigious than mopping restaurant floors or washing dishes are difficult to get without basic punctuation skills.
As for builds... i would suggest reading and asking in the Brutes section of the forums. There are already many threads with detailed builds posted there, and you can create a new thread if you can't find one that already answers your "question".

Well, what I think was meant, though it could have been done with less snark, was that since the quality of writing is the only thing we have to form an opinion of you in a purely written medium, it is in the best of interest of every poster to ensure that proper punctuation, grammar and spelling are used.
This prevents you from being misunderstood, and it virtually guarantees that your words will be given the proper weight. While communicating clearly in a written medium may not be important for a job interview, if one's resume is not written in a clear and concise manner, the interview may never happen. Better to write clearly all the time and make it a habit. You would be surprised how often bad writing habits make their way into our official communications.
On topic:
Yes, you can "respec," but you cannot do so in the manner I think you are suggesting. If you decide that you do not like your Fire / Stone Brute, you can respec to change the powers taken or the slots assigned to those powers. You cannot respec to change your Primary or Secondary Powersets, your Origin, or your Archetype. You cannot take your Mutant Fire / Stone Brute and respec into a Natural Dual Blades / Willpower Stalker. In order to change any of those details, you must create a new character.
As far as "best Brute" goes, I'll echo virtually everyone else who has responded. The "best Brute" is the one you enjoy playing. I likes me some Brutes. I play lots of them. I have 14 Brutes scattered across all the servers and levels, and will be making at least one more when Issue 16 comes out and Claws becomes an option.
Most of the game does not require the "optimal" build. If you run into a "build nazi," be sure to right click on them and add note about how they are a jerk, and you shouldn't bother teaming with them ever again. "Build nazis" are not to be confused with players who are trying to be helpful. A player may look at your powers and tell you that Teleportation as a Travel Power may offset some of your movement problems while in Granite Armor. A "build nazi" will kick you off a team you not taking Mud Pots because they think it is the coolest power ever, and any Stone Brute without it sucks.

There's no "best", but as others have said, /Stone isn't for everyone. On the one hand, it's almost absurdly survivable. Once you get Granite slotted up, add in Tough and Weave (these are "pool powers" available to everyone separately from primary/secondary), you'll be able to laugh off huge hordes of enemies that'd kill the rest of your team with ease.
If you're considering alternatives, the one I recommend to new players is Willpower (referred to as "WP"). WP is tough and doesn't require expensive enhancements to be really solid. It's a popular set even among experienced players.
Freedom: Blazing Larb, Fiery Fulcrum, Sardan Reborn, Arctic-Frenzy, Wasabi Sam, Mr Smashtastic.

Tough and Weave, part of the Fighting pool, you can start building towards at level 6, with the top tier (Weave, IIRC) available from 20 IF you have two prior powers. So you could pick up, say, Kick at 8, Tough at (any level from 14 on,) and once you have two, Weave from 20, like any pool power.
Patron powers (which you have to do an arc to unlock) are available starting at 41.

While i did come across as a bit snarky, his post lent itself to the impression that he was in high school, as i see that "style" of writing most often at roughly that level. Which is a somewhat silly assumption as i've read some CEO emails that were abominations in the eyes of all literacy. Anyway, i was thinking that the OP was in fact in high school, and in that context it was meant as serious advice, not simply snarkiness.
Still, as an earlier poster pointed out, the only thing we can judge someone by on the boards is their writing. Write below a high school level and it should be understandable if occasionally other people think you're in high school. It's not like chat in game where you may need to write quickly and can't take the time to proofread or edit.

Really, i think it's the 40+ gating that makes the hero vendor so unpopular. Redside it's not uncommon to make the trek to Grandville at any level you think you need a jetpack to get one. i joined a villain SG the other day on a new (to me) server and as part of the tour i was escorted to the GV vendor as a level 2. No lackeying needed, just took the base portal. Then again, it's really not very difficult to make the trek by yourself even at level 1 if you wanted to do so. Slow, maybe, but not very hard. The 10k inf is a bigger barrier, such as it is.

It's not a bad combination, but /Stone Armor isn't for everyone. It has hefty Movement self-debuffs and many people (myself included) do not have the patience to put up with it. Also, the capstone power to the set (not to make a pun) over-writes your appearance when its on and some people don't like that either. If you find that either is true for you, don't feel bad about trying another combination .
