i am HP caped and the hp capp for a tank is 3212.4 hp
as for making a build, use test server and mids experiment and learn something. otherwise pay him in beer and he'll email you his build.
Well, I know we've shown builds that cap HP, Regen 100+ HP a second with 1 target nearby, and had softcapped defenses to S/L/F/C/E/N...with 70% S/L.
I'll try to see if I still have the build for you later.
Should be easier to do with the new +3% Defense PvP IO though (before PvP IOs werent in)

aside from the 108 regen, that looks pretty easy to get. If he has 108 hp /sec without RTTC at all that's a pretty neat trick.
I am an ebil markeeter and will steal your moneiz ...correction stole your moneiz. I support keeping the poor down because it is impossible to make moneiz in this game.
Funny thing is, he'd be better off lowering his F/C DEF and raising S/L DEF. You may not think you'd want S/L DEF given his S/L RES, but the fact is that the most common DEF debuffs in the game are S/L attacks.
Unfortunately, F/C DEF is probably the easiest to get on a WP or INV build, but it's also the least worthwhile. I can count on one hand the number of encounters in the vanilla PvE game which feature prominently pure fire or cold attacks (most of them are also typed as S/L for the purpose of opposing DEF).
The Peregrine Island GMs are impressive, but as far as I know they're pretty vanilla creatures -- no buff/debuff effects to speak of. My INV Tanker, who's only very cheaply IOed out and doesn't have Tough, could almost certainly do the same thing.
As for replicating the build, I imagine your friend is embellishing somewhat -- but even leaving that aside, there's too much we don't know. What's the secondary set? Are you willing to make do without Hasten? Do you want to assume the PvP DEF IO, even though it costs (IIRC) more than half a billion influence?
I can make you an absolute defensive powerhouse without too much thought, but I'm not sure I'd want to play it. The trick is to make a build that incorporates as much defensive strength as you can muster, and remains offensively potent. Bonus points if you can fit in the odd pure-concept or pure-fun power pick.

EDIT: Noticed I underoptimized a few slots, so I revised it a lil bit.
Just from messing around in Mids, it's fairly easy to get numbers close to that. It depends on what you're shooting for, really, although as Obitus mentioned, I'd try and stack S/L firstoff before going for N/E or F/C. The Defense values I have aren't softcapped, though they're near enough (especially with the -ToHit coming from RttC), and would probably be there if you could stick the PVP IO in there. Granted, it's probably not perfectly optimized, though it shows that you can get near to those numbers. I suspect a lot of it has to do with your secondary. I just picked SS here since it's fairly generic.

HP capped.
It's regen is a bit lower (As much more was sunk into S/L defense) but at 7 GM's it would hit 123.2 HP per second.
Recovery is 4.24 but that includes two performance shifter procs.

I did some more finagling around and it is possible to push some of the numbers even higher. I managed to get HP/s up to 109.5, End/s up to 4.24, and S/L and N/E Def up to 43%, but it requires some really awkward slotting (read: slotting Brawl with 2x Pounding Slugfest) and getting rid of Hasten.
Okay, here's a WP/DM build I whipped up for you real quick...
Blank HPT slot is for the PvP 3% Defense IO, and the blank MoB slot is for the PvP 3% Resist IO.
46%+ Defense to S/L/E/N and 36%+ to F/C
100.8 HP Restored a second with 1 target in range
2 HP shy of HP Cap
72% S/L Resist
44% Psi Resist
44.7% Psi Defense

This is the one area where SS does have a definite advantage, since you can skimp on Accuracy slots to pump up Regen or whatnot some more. That's not to say that other sets are horrible or anything, granted. By the time you get near to 100 HP/s with one guy and capped S/L and near to the HP cap you're already pretty much Mr. Goofy as it is, and a difference of a few HP/s probably won't be felt that much.

Well, that regen is probably made up for in Dark Melee's Siphon Life.
And I think I can work around the accuracy issues still in the build.

A willpower tank claims to be able to hit the following numbers:

If any Willpower experts can hit these numbers and would be willing to share I'd really appreciate it. I have played with Mid's and can't get these numbers.
Maybe he's embellishing a little, but his willpower tank can stand in front of 7 GMs in PI without any issue. It was kind of cool to see and I wanted to replicate it. But his build is like a secret BBQ sauce recipe to him.
