I think it is Proton Volley. Looking up the wiki I see it's a snipe, which could be why I've rarely seen it being used.

indeed the rad snipe makes a pew pew pew pew (it is four pews, one for each giant atom). Indeed all the rad noises are quite fun, I can wait till the set comes to blasters
The Rad Snipe is one of the reasons I have a Rad Blast defender at all. I love the sound, I love the animation, and the rest of Rad Blast isn't too shabby either.

I also have always thought of it as sounding like the Martian disintegration bolts from War of the Worlds. Especially since they were green as well.

If you're talking about the solid beam that came out of the (eyestalk?) on the ships and disintegrated anything it touched, then the power you're looking for is Proton Volley or X Ray Eyes. (The attack is Proton Volley, the pulsing sound the stalk makes sounds a lot like X Ray Eyes)
It's not the exact same sound effect, but it's close.

Actually, the solid red beam from the eyestalk was the classic Heat Ray. The Proton Volley sound is like the green disintegration bolts which came from the green domes at the front and trailing edge of the Martin war machines. Here's some pictures I found ( scroll down a little ).

I'm glad I'm not the only one to roll new alts because the powers sound cool. My new Rad/Rad made her debut in Atlas Park last night, and I've got to say X-Ray Beam is another good one - shooting laser beams from your eyes at level 2! Doesn't get better than that
