Why stop at two builds?
Though I would personally never use 5 (heck, I barely ever use more than one), I think that it would be cool to have the option. Also, I think that unlocking them would be good, and a respec trial sounds like the perfect method... especially since opening up an Alt. Build is functionally similar to a respec.

I seem to remember back when we got the dual builds that one of the Devs said something to the effect of "we made the new build feature in a way so that it could handle the possibility of having more than just two builds in the future". I don't think they were specifically -promising- that we would have more than two builds, but just that they wrote the code to be able to easily handle it if they chose to do it.
Another hint that's probably what they intended was the adding of the ability to uniquely name the builds. The need to name builds doesn't really make a lot of sense if there's only two to deal with, but if we got access to many builds then having them each be nameable would be much more useful to us.
I figure the option is open for them to do it sometime and like you say they might plan to make it be some kind of future award or some-such. They could just be waiting to see what the full impact of the dual build thing is first before they go further with it. Like the other posters suggested there could even be some worry about the market implications as well. I guess we'll see.

When and if they activate more future builds is the question.
The same idea with the levlling pacts, it was said that in the future it is possible to expand to more than 2 folks (an entire pacted superteam of 8 would be great), but they wanted to see how they worked with just 2.
One common theme.
Tech that is added now appears to be wirtten to be 'future proof' and expandable. Unlike the basic power system that the game was given at launch.
This is to me a very good sign.

I think they said , when they gave us a 2nd build, that in the future more could be added, but I don't think there has been a lot of players asking for more.

No you wouldn't. Dual builds have made very very small ripples in Supply and Demand. I know of very very very few people who put IOs on two builds.

It wouldn't change much if it changes at all due to more builds. Think about all the people you know. Ask around in every zone. Take a poll. How many people actually put set IOs on two builds? How many people put purples on two builds?
So right now we have the dual-build system, where everyone has two builds. But why stop there? I say, if someone can come up with 3 or more builds they'd enjoy, let them! Maybe they could be made unlockable as an alternate reward for a respec trial, one for each trial tier, for up to 5 builds.
Issue 16 made me feel like this.
