My DM/SR that i'm very proud of
Few things, Siphon life should be slotted for mostly dmg/healing its a great dmg attack. Dark Consumption should be slotted for end recovery, Focused accuracy isnt that great. costs a butt load of end and doesnt give much hit. Stamina seems a little overslotted. Heres the build I plan on using when I hit 50 with my DM/SR (currently 43 with most of these IO's already slotted)

Looks like you're not quite at the cap for melee defense. You have more than five 9% accuracy bonuses, so one doesn't count. Still, overall accuracy looks very good. You have Shadow Maul, which is good for a general-purpose build, but you have level 10 enhancements in it, which sucks if you're ever going to actually use the power. Same with Dark Consumption. Siphon Life slotting is poor, with it good neither as an attack nor as a heal. Endurance use vs. recovery looks pretty bad on the surface, but it's hard to know for sure without doing some calculations since you have both Dark Consumption and Conserve Power. What sort of attack chain were you planning on running? You don't have the recharge for Smite -> Midnight Grasp -> Smite -> Siphon Life, and you don't have Shadow Punch to use as a filler in that chain, which is how we would typically handle not having enough recharge. I'm a strong advocate for Tough and Weave, which you've intentionally skipped, and don't seem to have gotten much in return for. Hit points are good if we add in the accolades. Regeneration isn't very good, but I suppose wouldn't need to be if you were using Siphon Life in your attack chain.
Below is my own build for comparison. It doesn't have Shadow Maul because it was designed specifically to solo AVs, so for a more general purpose build you'd want to fit that in. I'm also not saying my build is the best possible, not least because it's an I12.5 build I12 sets but modified for the I13 Dark Melee changes. So it's a little out of date.

Ok I'm sick of people saying this. It doesn't matter what you slot it with as long as you can hit and it recharges fast. If you can hit 3 +foes your going to have a full end bar. I like to slot mine with Obliteration because I like the Obliteration set bounes better. I'm not slotting it so I can do more damage I'm slotting because it can hit recharges fast and it as great set bounes.

Agreed. Slotting it for endurance recovery is typically a waste. Possible exception for AV soloing without inspirations, but that's kind of out in left field, even if it seems pretty common around the forums.

Easy Drop a slot from Practiced Brawler, it will now recharge in 88.6 sec in sted of 82.8 and put that slot in Focused Senses and put the last Red fortune. That will give you 45.2% range defense.

Heh, sorry. Let me try to be more helpful than just here's what's wrong.
At the sort of recharge you're running, I would run Smite -> Midnight Grasp -> Smite -> Siphon Life. For that, Smite needs to recharge in 2.11 seconds (you can get there by just slotting higher level Touch of Deaths), Midnight Grasp in 4.48 seconds, and Siphon Life in 4.62 seconds. Midnight Grasp will be the hard one, but it's doable.
For a general purpose build, slot Siphon Life as an attack, not as a heal. The heal is just a nice secondary effect, but it really adds up with you spamming Siphon Life like you do in the chain above. Browse through some of the slottings in the link I posted and find the ones with over 90% damage enhancement, and see which looks good to you.
Slot Shadow Maul as a serious attack. It's seriously good, and should be used often. Eradication is probably OK, though the endurance consumption can be pretty high with it, you'd just need to get something closer to level 30.
While you can skip Tough and Weave, I'd really encourage you to use them. However, that's also committing to a larger set of changes, as you'll then need the endurance to run it. My suggestion there is to pick up the Numina and Miracle uniques. Another recharge in Conserve Power would also be helpful. The resistance of Tough really does help in high damage situations, and Weave will relieve a lot of the +defense slotting pressure, even if you are just trading it for a different problem (endurance).
When slotting for bonuses, you can only have five of a specific bonus. This is easily checked by clicking on View Active Sets. If you've exceeded the five, you'll see a warning over at the top on the right hand side. This isn't always bad you might be after other set bonuses that just happened to go with the one that's a problem. But its something to at least be aware of.
Really, it's not bad. Endurance use is probably OK, even if it worries me a bit. You have your defense slotted out, including both the toggles and the passives, so your defense debuff resistance should be fine. Hit points are great (with the accolades).

I know you asked Werner, but I'd like to chime in. I think it makes a difference, especially when you fight against defense debuffers.

Agreed. It makes a difference. At 44% defense, you get hit 20% more often than you do at 45% defense. Where defense is concerned, at least for really tough fights, there's really no close enough. I mean, mind you, 44% is great. It's just that 45% is even greater.
46% would be situational. Anyone with to-hit isn't going to be much affected by that extra percent. But it will shine against defense debuffs. Since most slotted up Super Reflexes scrappers probably have 95% defense debuff resistance, an extra 1% defense over the soft cap will keep you in good shape against up to 20% defense debuffs. I'd shoot for something in the 46% to 48% range. Trouble is, that will involve compromises. So I personally ended up just a fraction over 45%. It's good enough most of the time.

i also have no knowledge of the HO enhancements so don't include those in my build. thx for all your help werner. If you could do me a favor and in blaster posts an ideal great build for solo'ing with an ice/ice/cold blaster. If too much to asks, then no big deal.

I'm no blaster expert. I've winged the ones I have, and the last time I maxed one out was back when Hamios were +50% to two aspects, which is to say a long time ago.

You can get them from STF, wentworths, or the Hami raids. On virtue, back to back hami raids (hive then hive 2) are ran on saturdays and wednesdays. Sometime, they are ran other days as well.

Can you create a build for me that is pretty close in statistics to that one you posted but not as expensive. I can't afford, nor do i have the patience, to get HO's or the purple IO's. That's another reason in the build i posted I went with lower level IO's.
Also, I'd like to keep superspeed in the build, but other than that any changes even putting tough n weave back in are fine. Thanks very much for your input!
Well, I have too many unfinished projects of my own, including some builds for myself, so I don't really want to take on a project like that.
I can give you some basic ideas on how to modify my build, though. Recharge is one of the most expensive things. So I'd go for Smite -> Shadow Punch -> Midnight Grasp -> Smite -> Shadow Punch -> Siphon Life, which approaches the DPS of the top chain, but requires much less recharge (+128% in Midnight Grasp). That should eliminate the need for the purples and some of the Luck of the Gambler globals. You can look for cheaper but still good Siphon Life options in the thread I linked to. For a general purpose build, I'd look for one that maxes out damage rather than healing. And if you don't need to solo AVs without inspirations, endurance won't be as big a factor, so you could probably drop the Miracle unique and possibly the Numina unique. Drop Laser Beam Eyes (it's mostly a set mule) and pick up Shadow Maul. If you're good with Shadow Maul, your performance in most situations should then be higher than mine and at a hugely reduced cost.

Hey everyone, this build is of my DM/SR that I think i have done a very well job with. I'm not an expert at set bonuses so perhaps you can offer insight if you think my toon could be made better.
I wanted this to be mentor friendly for some friends so thats why you'll notice i have recall friend.
Also, i picked wirlwind strictly for toon theme purpose as I know its not what you want for a melee toon.
Aside from those i've managed to soft-capp my defense without taking tough or weave. I was just tired of always taking tough n weave on my toons.
So let me know what you think! I have yet to try him out but on Mids I think he looks like he'll dominate the enemies. Not for pvp'ing.
