Level pact xp, patrol xp, no xp! Oh my!
I tested no exp a few weeks ago on two level pacted characters of mine.
The one with exp turned off generates no exp for the pact. But the other character does and having yours turned off does not block the level pacting exp from coming in.
so in your example, B will get nothing unless B earns it as long as A is turned off from earning.

This is like having Ra's Al Ghul show up at your birthday party.
In my experience, no xp is earned by anything Character_A does while they're playing (for either character.) If Character_B is playing, he'll get the xp HE is earning. The xp that Character_A would have gotten goes into some sort of virtual hold and is awarded immediately upon turning xp gain on with Character_A.
So, when i turn off xp for my character (say A) so i don't outlevel being able to get a specific mayhem mission, and my Husband keeps playing His character (say B), He'll keep leveling and i'll just sit at the same level until i turn my xp on again. Then, when i do turn my xp on again *poof* i catch up to Him immediately.
i don't know if that's how it's SUPPOSED to work, but that's the way it's worked for us in the past.
Hrm. Ok, so it appears I'll need to break the pact to make something like this work. Is this considered a bug? Or is this intended behavior I wonder?

Something like what? It's a simple concept. Half of all XP you earn is sent to your pact mate. If you turn XP off, you earn nothing. So half of nothing is ... lets see ... nothing divided by 2 ... carry the nothing ... is NOTHING! So your pact mate gets bupkis. Zero, zip, nada XP.
Now half of any XP your pact mate makes is banked until you turn XP back on again and then BAM, your XP amounts are synced back up.
The purpose of a leveling pact is to keep your XP total in sync with your pact mate. So what can be considered a bug?

I was trying to understand how the "level pact xp" and "disabled xp" options work within a level pact, which I got answered above. I did have a slight expectation that having xp disabled on Character_A would still give level pact xp to Character_B. My thought behind this is that Character_A has chosen not to earn xp on that character, losing his share of the level pact xp. However, Character_B has not, and if they were in the same mission together, Character_B would still be earning xp regardless. That was my reasoning behind it and thinking of "it may be a bug."

See Flipside, your above statement makes it sounds like you were trying to game the system. See even though the game has an excellent sidekick/exemplar system in place to allow players of different levels to team up, some people still didn't like the feeling of being left behind as your friends out level you because you don't devote every waking hour to playing.
So they created the level pacts to solve that particular problem. While both of you are playing, no difference in XP earned. However if one of you enjoys sleep, need to go to work, have a significant other that demands attention, then you can remain in XP lockstep with the player who has less of these time commitments.
They didn't create it with the sole purpose of leveling two characters faster pacted than not. There isn't a loophole that will allow you to PL one faster by denying the other XP. It's a simple concept, sum of XP earned by both characters separately are added together, divided by 2 and awarded to each character.
Edit: I started writing this before your last reply flipside. I just seen too many players over the years try to find leveling advantages though unintended interactions in existing systems within the game. With all the changes, intentional or otherwise, the devs have done to speed leveling, resulting in the "disable XP" switch for players who don't want to outlevel content or contacts, it simply annoyed me when it seemed you were looking for a way to pull a fast one and get a pact out of sink with one another.

Nope, not trying to do that at all and never mentioned trying to find a "loophole" or anything. I'm just trying to figure out how the mechanic works under these odd conditions. As you noted, there are times where we just want to disable XP so we don't outlevel content (personally, I love the Freaklympics story arc and find a point to always do it on my characters), and in those cases, my brain barfed at understanding how the two interact.
But, I understand it now. Thanks to all those that replied.

FTR, you don't need to stop gaining XP for this... it's in the flashback system, and IIRC, it's high enough level that you don't lose any raw enhancement value, just powers/set bonuses.
I have some confusion on how a particular setup would work with level pact xp and disabled xp amongst two characters. Character_A is level pacted to Character_B. At any particular level, I'd like to disable xp earnings on Character_A while playing them. In this case, what happens to Character_B? Do they:
- continue to earn level pact xp (i.e. half any xp Character_A would have earned)?
- no xp since Character_A has xp disabled?
- full xp since Character_A has xp disabled?
- some other option?
