What determines Story Arc exp bonus?
Were you Solo both times?
If not, were you inside the mission when the last one was completed?
Were you on the same difficulty scale for both of them? (Heroic.. Invincible)

Yes I solo both times, difficulty was the same, and I was not inside the mission.

Or did you mean the arc was completed upon talking to the contact (which wouldn't happen while inside)?
If so, was the first arc the same circumstance?
Some arcs give an unusually large completion bonus. Also, were you playing a hero or a villain? Some villain arcs are considered "mini-arcs" despite their length, and give a smaller, if any, completion bonus.

I thought you meant was I outside the mission when I spoke to the contact.
As for what missions it was the contact was Timothy Raymond, the Lost guy in Nerva. His first arc gave that HUGE bonus and his second one the tiny one.

There you go. The first arc was his Story Arc, the second was his Mini-Arc. He has one of each.
Here's a scenario:
I am level 31, I complete two different story arcs of approximately the same length:
Story arc 1) Grants 60,000 EXP upon being completed.
Story Arc 2, and I still the same level) Grants 11,200 exp upon completion.
Is there like a hidden bonus or something? Or what determines whether an arc gives a huge bonus like that?
