Have you tried updating your video card's drivers?
You could also try running C:\City of Heroes\CityofHeroes.exe -project coh -cmd from the Start -> Run prompt (assuming I guessed the directory name correctly) and seeing if the terminal gives you any interesting details/errors).

Getting stuck at the loading bar is a problem that has reported before, and it's usually associated with a Windows skinning program like WindowBlinds.
If you have one of those programs running, disable it, or set it to exclude CoH.

Could it be that your Firewall is requesting you to confirm CoH accessing the internet, but the pop-up dialgue isn't visible because you are stuck in the fullscreen of CoH?
I had that issue a few years ago with ZoneAlarm. The game would start loading, and then just get stuck. In the background (though I didn't see that), ZoneAlarm was waiting for a reply if, or if not CoH.exe should be allowed internetaccess.

Yeah - try opening your firewall and looking through program properties for the game's exe and see if it has permissions or not.

Hey all I have an old alienware computer (about 4 years old) that I used to play CoH on. I wanted to get it back and running in order to try and play CoH since my laptop seems to be a bit slow. CoH played fine but the load times were incredibly long. In the meantime another person loaded the computer with a bunch of other programs that were taking up space so I decided to restore to factory settings. Unfortunately, now it is stuck at the loading screen. I have reinstalled it about five times now, a couple of times in programs and this last time just in C. Unfortunately now the game just updates, and then after I go through the EULA stuff the loading screen comes up (the one before the game is about to go into the login screen) and stays there.
My specs are as follows and is completely installed :-p
Windows XP
Intel Pentium 4CPU 2.80GHz
512 MB of Ram
2 Processors
Creative SB Audigy
Celestica Gold Edition RADEON 9600XT 128MB
Any advice would be appreciated
