Auto powers such as health pulse every couple of seconds, causing the 120-second timer to reset each time. So yes, putting in health makes it effectively permanent.

Your friend is mistaken and I think I know why. Sometimes the effect will DOUBLE STACK when you zone. He's probably noticing that.

All 120s (Unique or not) work this way.
