You can edit your game shortcut to the following example:
"C:\Program Files\City of Heroes\CohUpdater.exe" -fullscreen 0
If you want a choice of which mode, you can obviously make a second shortcut to reflect the above link so you can keep your old shortcut for times you want fullscreen instead.

I do my game in windowed mode and what you can do in game is go to the 'graphics tab' of the 'Options' menu and then where it says 'resolution' or 'screensize' (Kind of forget, sure it's resolution), chang it from 1280x1024, or whatever your screensize it, to 'windowed'. It's a drop-down menu.

Under video, there's a drop down box for screen size. The option to select windowed is there. You'll have to restart the game afterwards.
You can also use TweakCoh before starting up the game.

Also, you can use slash commands or a macro once you get into window mode to adjust the window sizing, for values other than the dropdown sizes. The command is /screen x y. So for 1280x960 I would use /screen 1280 960. Basically I use these for when I need to change game window sizes when i'm doing stuff behind the game window.
