Yeah, what I'm seeing in the updater is the main page for the cityofheroes.com website. Putting that into a non-resizeable window would be flunking Basic Web Design 101, so I suspect it's an error.
You guys just enjoy being silly. Its obviously a bug. It did this during updating, then reverted back to its normal format and now its back to the full page again.

Being forced to scroll using multiple scroll bars to be able to read/see anything would be a horribly bad idea.

It was broke for me while it uploaded the patch, but it fixed itself as soon as the application part was done.
