Nope. In general you're going to find a lot fewer villains anywhere including the bigger servers.
I'd go for quality over quantity. Head down to the server sections and see if there are threads - or check out the posters who you might find there, and ask around.

Repurposed
Playing predominantly (ebil) on Champion, I'd like to say that it has some pretty good activity. I don't have much to compare, however, as I don't play villains elsewhere.
Playing mostly redside, however, there are many about, especially in the evening. This has been a bit more quiet lately, but that's across the board. (Multiple servers, blue as well)
Champion has had a very sizable red population in the past, so much so that it made lag a big issue. Not sure if people are bored or busy, but there are still many around- and the champion community events often have "Darkside" counterparts. Task forces are run consistently, several red Hammie raids have been going on, and the Rikti raids always have a good redside representation.
I remember hearing Infinity has a good villain combination, I think.

In a superhero genre game, people seem to be more inclined to play the good guys. ( Oddly, in a fantasy genre, they tend to gravitate more toward the dark side, though ) So, you won't find any server with an even mix of hero/villain. However, if you want quantity, best to shoot for the overall population, which would mean Freedom or Virtue.

For playing redside, I have found a global friends list and an active VG are the best ways to ensure you can find active teams. If the friends you already team with play redside, I would recommend you play on the servers they play on.
You will find a lot of people playing redside on Infinity. Just the other day I was chatting with someone at the Black Market as I made my rounds and quickly discovered that the people I was bidding against on different salvage were on ... infinity. It made it quite easier to uhh, coordinate out prices.

Okay.
As a redside infinity player, the population isn't "Whoa tons of people" like Atlas park on Virtue in peak hour, but neither do I have to break my back to find decent teams either.
All depends what you're looking for.
are there any good villian servers where theres bout same amount of villians as heroes?
