Is this a silly question?

I am playing a PB and have managed to get to level 21. I have not really gone into the secondary power pools (I did take hasten), but I am very curious about one particular power. Stamina.

Being fairly new I was given advice on my first character "Take stamina at level 20, and at level 21, put two slots into it." This has worked for the other characters I have played, but I am not so sure with the PB. If I am in form, the Health/Stamina do nothing for me, and honestly my human form is not that strong (yet).

I was thinking I would use the hasten/conserve power combination, but it does not appear that this will work 100% of the time. I am a bit worred that if I do not take stamina, my human form will have many troubles with endurance usage. I would really like to take the self heal at 22, and the conserve power at 24.

Should I consider Stamina as on other characters as "necessary"?

My 2nd Build (Tri-Form) doesn't have it, and doesn't miss it

Depends on what you want to do with the build. I have seen various builds posted that show how to use the powers and transforms to cover the End issues. If you plan on being in Human a lot, you might want to consider it, though I've seen many, many builds that don't take it.

Synergyblast: 50 Energy/Electric Blaster (Virtue)
Arbiter Bailey: 50 Bane (Virtue)
Mr. Bailey: 50 Merc/Dark MM (Virtue)

This is a key factor. Both my TriForm PB and WS have the Fitness pool, and both spend a "fair" amount of time in Human form. If you plan on focusing the majority of your time and slots into the forms, using human for the heals and buffs, I think you could easily skip Stamina. My PB has both the melee attacks and likes to scrap it out in human form on occasion, so I felt Stamina was necessary (though it only has the base slot). You certainly don't need to pick it up right at 20, late 20's or 30's is probably more "normal" for Khelds than not.

Something else to consider: Kheldians are notoriously slot starved and the Fitness pool provides 3-4 good, solid powers that require no slots.

I never actually thought of that. I usually think of 3 in each, but since my human form is the only one that will benefit, perhaps toning down the slots is the answer.

As a Human WS, I did take it for the sole reason that sometimes, you just don't have any bodies around to leech off of. For me, that alone makes it worth it.

I'm not sure how it'd go on a PB but I'd most likely take it since you don't get SC and CP isn't going to be up all the time.

I heavily prefer playing tri-form on my PB whereas my WS is actually mostly dwarf/nova and pops into human to Stygian, Eclipse and other such activities but I don't linger in human form on him and Stygian Circle covers him nicely.

So if you plan to play any amount of time in human you can safely invest in Stamina if you like or you can add some invention enhancements to increase your recovery (though I prefer to do both).

total kick to the gut

This is like having Ra's Al Ghul show up at your birthday party.

As a PB I find myself in human form a lot between fights so I can heal, increase hit points, and click Build Up and Hasten, so having Stamina does help recover endurance quicker.

As others have said, if you spend a lot of time on the human side then yes. I spend about the same amount of time in all my forms and still took it, though I didn't add extra slots to it as i didn't need them.

Don't forget that you can slot your Form powers with End Mod to get somewhat the same effect while in your various forms. I actually use my Nova form to regenerate End.
