Your ears serve you well. Yes, water sound effects are different. In fact the entire soundscape has changed. Door opening sounds, movment sounds on various textures, etc.
I am in atlas at the moment and I hear a difference between wading and jumping into a pool. However, the splash isn't something loud like CANNON BALL :SPLASH!:

Yeah I really only noticed this morning, fought Lusca in the waters of IP and to be honest, it felt weird lol, wasn't a splash, more of sploosh, I felt more like I was about to be flushed than actually splashing around in the sea

I just got back to CoH today after a short vacation, and noticed this. I appreciate them wanting to improve the sound effects, but I think they need to go back and beef them up a bit. A 200 pound guy superjumping into the ocean from 30 storeys up should not sound like somebody dropping a carrot in a pot of soup.
Hardly gamebreaking, I realize, but it just doesn't seem right to me.
