Mutant origin mob groups in the mid-game
On villainside, I'd kind of like to see the Outcasts as a heroic group to fight. Theres an underlying theme of the Outcasts trying to be heroes but taking things too far, but that could work well in the Isles.
Always remember, we were Heroes.
I thought that was just Frostfire, not the entire group. I could be remembering it wrong, admittedly.
Still, that would be interesting - given the atmosphere of the Isles, I could see a group getting together for their own protection and turning "heroic."

I think there is a mission saying that some of them think of themselves as heroes.
Also, i really wish Crey were presented purely as Heroic in CoV, would be great and also make it interesting for people who play Redside first, then switch to Blue.

I'm not sure how Crey would pull that off - they've got a few PR folks out, true, but others (as I recall) are harassing passersby for ID and such.
I wouldn't mind seeing a rewrite with Crey, though. The "Oh, I guess that must be a rogue scientist embezzling funds for unauthorized research, we'll look into it, thanks for telling us" gets old fast blueside.
Of course, the end of the Revenant Hero arc - just that last room - is one of my favourites.
Well, if they only provided security and the Protectors in the Isles, they would look like a heroic group. Sending agents after Villains, having their caped heroes turn up to stop roberies, Powered armoured folks patroling the streets etc...
Then you play Blueside and find out where exactly those caped guys come from...
Its too late at this point, but would have been cool.

Mutant is the redheaded stepchild origin. There are plenty of 'pure' origin groups out there, but Mutants vanish wholesale around level 20.

So are you proposing that a new mutant group be created?
Or are you asking that an existing mutant group be added to the 30-40 game?
Or are you saying that an existing group should drop Mutant SOs instead (or in addition) to their normal drops?
Personally, I like the first option... but, I am a sucker for new factions.
I like #1 the best but, if the answer is "It's too much work to add in the missions, contacts, whatever" then I'd be happy enough with #2 or #3.

"I guess you've heard that many of the Outcasts long for the life of a superhero. Well, in Boomtown, they've started acting out their fantasies. I've heard reports of Outcasts harassing civilians for small crimes such as littering, jaywalking, and riding bikes on the sidewalk. Nobody likes a jaywalker, but this is just too much! I want you to get over to Boomtown and stop the Outcasts from harassing the populace.
I'm hearing the most reports from Grenadier and the Cannonade. You should probably start in those neighborhoods. "

That contact is obviously sending you into a trap! There are no civilians in Boomtown!
As inspired by my thread here.
It would be nice to have at least one mutant origin group you face in the mid-levels of the game. Although a few workarounds were suggested in that thread (Shopkeeper badge, turning off xp in AE), it would be so much better to simply allow people with mutant origins to accumulate SOs naturally rather than have to purchase them exclusively through the AE or shops. Although I appreciated the one poster mentioning turning off xp, it seems absurd to have to chose between gaining xp or acquiring SOs when every other origin gets to do both at the same time.
Looking at the list of mob groups in the 30's, I'm seeing about five techs, probably about five magics (counting the various Croatoa factions), a couple of sciences and I believe a couple naturals. Couldn't we switch Council back to mutant or something?
