Couple of quick Storm questions
1. As many as you can summon at once.
2. will attack which target it has aggroed on. Will switch targets if multiples are around
3. you mean stun critters? Yes they do stack but its not worth the health drain on a defender. Damage buff is some what lower than that I am sure of. Its not going to be good as the scrapper version.

Since this is the 3rd time for me to type this, even quicker responses.
1. Tornado, dunno. LS sure does.
2. Tornado has a range which it returns to you, so it'll change targets if it KBs a target too far. LS has a small AoE but attacks the closest enemy. Tip: Fly above to KB into the ground.
2a. Yes, anything with -KB like AVs, EBs, or GMs get all the damage and debuff. Anything that gives -KB like Earth Cages or Electric Fence (elec mastery) will allow you to do this to anything you use both it and Tornado picks up as its target.
3. Not a bad idea. Freezing Rain also does -def and -res, making the stuns easier to hit and will make your hits more powerful. Add that to your +dmg and it's not a laughing matter. I chose to go for Power mastery on mine so I can give more -res to the entire team on AVs and the like. It's something to definitely think of what you want to do with it.

Since there has been some disagreement: YES, you can have multiple Lightning Storms(3.3 in fact if you're at the recharge cap) and YES, you can have multiple tornadoes(although even at the recharge cap, you can only have 2.5). So it is much harder to stack tornadoes than Lightning storms but both are doable. To perma two LSes you need 200% recharge, to perma two tornadoes you need 300% recharge.

I think people have already answered this sufficiently, but if the enemy is not knockbacked out of their range, LS and tornado will continue to attack it. As already mentioned, if you can suppress KB on the target, and there is only one target, tornado will simply "sit" on the target and deal continuous damag, and yes, it's quite a bit.

I agree with 1 & 2 here, so I won't comment on that.
I like OG on my Storm/Dark for a very specific reason. Most of the time, with TT and FR and Hurricane and such, I can put enemies right where I want them and keep them there. Sometimes, however, TT is recharging and I missed one or two guys and FR is already down so I don't want to Gale everything out of the area and other complicated things that make those one or two guys free to do what they want. I run OG and Hurricane at the same time. They recently buffed the range of OG, so it's pretty close to the range of Hurricane now. Normal mobs that are mad a you will run at you, resisting the repel in Hurricane. If they are disoriented, however, they stop resisting.
So, to make a long story short, if you're faced with an enemy fighting against your Hurricane, the disorient from OG will make him stop and move back like he's supposed to. Since OG has a decent radius now, it's one more layer of protection/positioning for my toon, which I like. Also, since I am /Dark, I have Dark Pit and Thunderclap and Tornado to stack with OG, so I'm a stunning fool.

Damage resistance debuff is unenhanceable, so Power Build Up does nothing in that regard. I specifically didn't take Power Mastery because PBU doesn't do much for Storm except enhance the slow (and they're already at the slow cap with SS + FR) and enhance the KB, and it will enhance the stun duration of Thunderclap, but meh. None of those really interested me, and I liked the idea of a Soul-Drain-buffed LS blasting away. In my experience, though, it's not as cool as it sounds. I still find Dark Mastery more useful than Power, however.

Maybe I am just deluding myself, but it was my experience that Mr. Twisty will tend to 'stick' to a target that it cannot knock back. Watching Mr. Twisty bounce a helpless Freak tank boss or Paragon Protector like a beachball over a fan never gets old.

My experience has been that tornado's script is set to focus on a single enemy until it manages to stun it and will then move on to a new enemy. It's hard to tell though.

I do this quite a bit on my Storm/Rad. 1. Freezing Rain 2. Thunderclap + OG 3. Soul Drain 4. Lightning Storm 5. Irradiate, etc. Depending on how fast the team is moving, some of this may need to be skipped.
BTW, Soul Drain isn't 40% per baddie. Its 40% once plus 8% per baddie.

I will say it again....you CAN have more than one tornado, although three is very challenging to do. Three Lightning storms on the other hand, not so hard.
Proof:
two tornadoes
two tornadoes three lightning storms
Tornado is 60 second recharge and lasts 30 seconds, so you need over 100% recharge if you want to perma one, over that will give you a brief time with two. Lightning Storm is 90 second recharge and lasts 60 seconds so you only need 50% recharge to perma 1, anything over that you can have 2.

Because Tornado has a 30 second duration and a 60 second recharge, if you have 100% recharge slotted in it (no other recharge buffs) then the tornado will just happen to expire when you cast a second one. This may lead to the impression that summoning one destroys the old one, but it does not. Not sure what you were seeing if you had plenty of recharge.
Having played a stormie for over 5 years, I can assure you this change is not new. However, I can't speak to if it's always been this way, since for a long time Tornado was not programmed to stay anywhere near you and was only taken by crazy people with death wishes. It would be interesting though to discover that the controller version is limited to one tornado, but I doubt it.

Stormy since launch and said "plenty of recharge" ... I has a general idea of how much recharge a 60s rech 30s dur power needs.
I was really annoyed when they 'took away' my 2 tornadoes. Maybe it was a bug for that particular version, or maybe I'm getting senile, but it's not that I didn't have the capability or my controller and defender had both suddenly decided they were tornado-monogomists!

Stormie since beta, although like I said I haven't had Tornado that whole time. And I saw that you had plenty of recharge, but you did not appear to be the only person under the impression that tornado was limited to one, so I figured that might explain some of what people were seeing.

strange...can't remember ever having seen that happen. However, I tend to summon tornado and let it do its own thing, so if there was a time when we were temporarily reduced to one tornado it's possible I missed it.
