Cold Dom's Heat Loss = Very disappointing

Ok, so what am I missing about Heat Loss in the Cold Domination set. I've got a level 42 Cold/Ice defender with Aim and Power Boost. The power is slotted with two accuracies and three recharges, and I am really unimpressed with it.

Anyone skipped this power and not regretted it?

I love this power. It allows me to drop a (blaster damage) nuke in blizzard, pop a CAB, the then hit heat loss. At that point I have a full blue bar and many dead enemies, and an excellent recovery bug for a good long while. Did I mention it makes AV’s cry?

The ONLY thing I don’t care for in this power is its recharge time. The only reason I whine about that is because I love the power so much I want it up all the time. Sadly, I know I am just being greedy at that point, but it doesn’t stop me from trying to cram more recharge into my build.

P.S. for even more awesomness pop Sleet and (blaster damage) Ice storm before the Blizzard-cab-heat loss combo… If you don’t have a need for blizzard (no ambush or anything) I’ll use it to get the blaster who just nuked up and running again. I’m cool like that.

This is basically a Combat Recovery Aura w/ faster recharge + An AoE Resist Debuff + Slow. What' isn't there to like?

Also, make sure you're using it correctly.

It works like Fulcrum Shift: You get a small buff around you... and then there'll be a buff around every affected foe. So if you're in melee range with a pack of enemies and fire it off... there's a good chance you'll cap your Recovery. Which is awesome.

Insanely large recovery buff for entire team? Check.

Able to keep the buff up near perma with a high recharge build, Check and check.

Another -30% resists to all, debuffing the mess out of whatever it hits. Check.

Massive -speed -recharge on top of the -resists in the 300% range? Check.

I think with enough targets and end mod slotting you can overcome the -recovery from a nuke, but usually there isn't enough stuff left standing to pull that off.

As far as tier 9's for defenders go, I'd put just below Fulcrum Shift but above everything else.

You can completely counter the -recovery from a nuke (assuming 90% slotting) with 9+ buff icons (of 11 possible). Use it before the nuke, especially the PBAoE ones, and your bar will refill even during the -recovery portion without worrying about the +end on the refill.

I do miss the bugged version (+625% base recovery per buff instead of +62.5%) where you only needed 2 icons. I used Blizzard a lot then.

If you don't find it very useful then you have zero endurance problems, which means you've sacrificed quite a bit in damage/accuracy/recharge/etc. in enhancement slots to make it work. Also Power Boost only would effect the +End portion not the +Recovery.

It's the strongest +End and +Recovery power in the game by the way.

Any suggestions on slotting?

3 recharge / 1-2 endmod / 0-1 accuracy
Accuracy and Endmod depends on your other slotting and power choices, so adjust as necessary.

I don't think it needs to be slotted for endmod. It causes you to recover more end than you use if you hit even one enemy with it.

Even compared to the arguably most powerful power in the game (FS), it still is awesome. It just does its awesome differently.

Heat Loss is simply insane.

If you are looking for powers to complain about Heat Loss is not the power you are looking for. Move along.

Really depends on personal slotting, but 1 endmod just about any situation you need heat loss in, such as fighting Carnie Ring Mistresses and the like.
