You need it.
It's not one if the first powers to be cut, but doing such is more viable for Brutes than Scrappers/Blasters.
BU adds significant +toHit, which is very important in many situations. The damage is a solid addition even for Brutes with full Fury.
I'd cut a low level attack before I dropped BU (assuming we are talking about a 50). Building fury isn't that hard @ 50, and spamming lowbie attacks isn't the best way to do it anyway (and Brawl is free if you *must* have another one).
Not to mention Build Up allows you to slot some IO sets for the bonuses (5 slotting Adjusted Targetting for the +5% Recharge or 6 slotting Gaussian for +2.5 def to everything).
QR--good to have. You want it. Not MUST HAVE, but want. I'd say it's a must have on blasters and stalkers, nearly must have on scrappers, good to have on brutes, nice to have on tanks.
Since Build Up only affects base damage, and Brute base damage isn't all that awesome, it isn't as huge an impact as it is for some.
Still good, though, well worth having for the damage spike and the +ToHit can be handy some times as well. Not one of the first powers I'd cut, but not a power I'd say you must take as soon as it comes available, either.

I say take it and see how it works with your playstyle. Alot of the time it depends on your primary, etc. And if you are concerned with slots, just leave the default slot and toss a recharge reduction in there.
Sometimes getting a larger perspective helps make the decision or comparison easier. If you post a proposed build, then we might be able to see your dilemma and give more detailed advice. You don't have to include IOs, etc, but maybe a rundown of your power picks.
Thanks for the replies... I asked mainly because I wanted to fit in some Patron powers; nothing essential, but they look like they might be fun to have. My Brutes are all still babies, so a long time to go before it actually becomes an issue.
I didn't pick it up on my Fire/Fire Brute but thats just me....I didn't see a need for it..
Then again I didn't pick up hasten until 47(when I really didn't have anything to choose) , again didn't really feel a need for it 1-50...
