Also, can you put procs in Arctic? Does domination make ice slick have a chance for kd at double the %?

1. Yes, 3 END reducers and 3 confuse enhancers are good standard slotting for Arctic Air, although you can mess with procs if you feel like it. Also, AA is definitely worth it for as damage mitigation and soft control. Enemies will attempt to run out of the AA effect (v-e-r-y s-l-o-w-l-y), and every so often, they'll take a shot at one of their buddies instead of you, thereby wasting an attack that will also take forever to recharge. AA is auto-hit, too.
2. Yes, knocking down a mob will wake it up.

Yes. Procs are pretty sweet in AA. You can put in a few different ones for damage (for example: Impeded Swiftness: Chance for Smashing Damage) or the Coercive Persuasion: Contagious Confusion. I personally love the confuse.
Ice slick knocks them out of sleep, but only when it knocks them down. If you sleep them then put the slick under them, the sleep won't break until they've been disabled by the slick.
For arctic air 3/3 is good, you can slot the purple confuse set in it at 50 too.

Speaking from an ice/ice who tried it - don't take the sleep. It's really junk. The duration isn't great and it'll be broken if you sneeze at them. But the kicker is how its tiny amount of damage interacts with the sleep effect. To avoid the sleep being broken by the power's own damage, it delays the sleep effect by 0.25 of a second. Since the mobs are alerted as soon as the damage hits, that 0.25 of a second will often be enough time for them to que up a ranged attack. Meaning that I found that I usually took at least a half alpha from any group I cast it on. So, it can't really be used for alpha mitigation, and it doesn't really work for in-fight mitigation either. If you're looking for a control to back up ice slick, on an ice/ice I'd grab glacier. With power boost it actually has a decent duration considering it's a *hold* instead of a sleep.

If you have shiver or chilling embrace don't bother with the slow slots. If you don't, you might wanna put one in. But I think the confuse is more important than the slow, since you have ice slick too.

actually the sleep power is really good not to mention 5 slotted its a Cheaper Purp Set
you have to have range io slotted in it for it to be really affective i have one range io in it and mobs rarley get a attack off only if i miss one of them but ideal is max range on the AOE Sleep
A good combo is Sleep shiver go stand in middle AOE hold then frostbite if you'r psi i then use drain psy psi shockwave aoe immob and spamm all other powers its affective if done properly

i know im just saying IF you where i am and thats my combo just saying the sleep power is worth it basicly gives you a good opener and great time to go in to use your AOE hold since its best to be like close to mob when you use it for max affectivness.
It is possible to pull off without taking a drop of damage its all about Range in the power

slotting range in flash freeze (so no return fire usually) and then running into pbaoe range so Arc air starts affecting them while you cast iceslick is a great way to have near total mitigation available every spawn without requiring any LoS tricks. Without a obstacle to protect you, just casting iceslick can lead to a lot of incoming damage.
I've found the sleep to be invaluable on my ice/elec in teams. I generally don't wait on others to do the brunt work and it allows Arc Air to do its thing. I rarely expect more than about 5 seconds of duration on the sleep, which is really all you need usually.
You can also jump backwards, which has the benefit of looking pretty cool too.

I just grabbed frost breath at 24, maybe I should respec into the sleep too. I know on my mind/fire dom I used the sleep quite a bit.

If you're expecting flash freeze to behave like mass hypnosis, you'll be disappointed. Mass hypnosis has a longer range than flash freeze, but that's unimportant next to the facts that mass hypnosis has half the recharge, doesn't cause aggro even if it misses, and doesn't have that annoying useless little plink of damage. There may be ways to leverage flash freeze to get it off without being shot up, but I sure didn't see them - and if they require slotting for range of all things, I don't think the enhancement tradeoff required is a reasonable expense. In contrast, you'll *never* take any shots while using mass hypnosis unless you walk right up to them first. YMMV, and I'd certainly try it out if you're interested, but do yourself a favor and do it on the test server so you don't have to waste a respec if you decide you don't like it.

If ice control had mass hyp I'm sure it would be better than flash freeze. Seeing how it doesn't...
That said the 0.25 delay is greatly overplayed on these forums. I can honestly say I've never had any problems with it on my sonic blaster or my /sonic def and siren's song is even shorter range.
Ya it'd be nice if it didn't give any chance for retaliation, but in practice it is usually a non factor. When you get hammered vs Masshyp is when you MISS because all the sleeps notify and mass hyp doesn't. The notify on a miss seems to get you way more agro then the delay ime. A miss notifies everyone near the "missed" target and they all take a pot shot before the sleep. If you don't miss anything you rarely take any damage.
That said I'm curious as I've always felt my ice troller and ice dom struggle with alphas (unless LoS can be used for iceslick). What do ice people alpha with on teams? or do most ice users just sit back and wait for someone else to carry the team?
I only ask because ice is unquestionably the strongest control set over time, but seriously lacks in alpha mitigation.
I've found flashfreeze to fill that hole decently (not perfectly). Like I said flash puts them out until AA can affect them and they don't wake up until they are knocked down from ice slick. It tends to work very well on team sized spawns. Better than just running in with AA or opening with slick from plain sight and dying... for me at least.
So how to ice users take an alpha in plain sight?
Me? On teams, I let the brute do it, if there's one and nothing to hide behind. If neither are available, I pop a purple, hit ice slick, and then run away if I get too hammered. I tried using flash freeze for the few levels I had it, but even after it had slots in it, I just found it sub-par. Solo, taking a shot from half of the spawn is annoying. On a team, taking a shot from part of the spawn is actively dangerous. Honestly, I didn't find it very much better than ice slick in that regard. And, yeah, I've never really been satisfied with ice's alpha abilities - that's why I took flash freeze in the first place. It didn't work very well for me, though.

I know it isn't ideal, but did you try slotting 2 ranges in it? that puts it just over 80ft and greatly reduces retaliation.
It still makes ice the weakest alpha set, but at least for me it has allowed me to do the job. As long as it doesn't "miss" for the most part.
I generally don't like to wait for brutes unless necessary. I have an entire primary designed to negate the need for a "tank". Flash freeze for me has allowed my ice control toons to take up the point where they otherwise would struggle when LoS can't be broken.
I end up with moderately reduced alpha mitigation (compared to other sets) and awesome ongoing mitigation rather than crappy alpha and awesome ongoing. I'm ok with that.
It works, but I'd definitely recommend someone try it before they buy it.
I didn't try slotting range, no. It didn't occur to me that it would make any difference - I always found that mobs in the late game tended to have pretty long ranges on their powers anyway. Even if it had, though, I wouldn't have had the slots for it - I only had room to give it 4 slots total. It wouldn't have lasted long enough, been accurate enough, or recharged at any reasonable pace if I had had to devote 2 slots to range.

The aoe sleeps all have standard accuracy so you don't need to compensate like normal aoe controls.
You literally need it to last for about 5-7 seconds no longer. It has base 17 seconds. If it isn't lasting long enough you are fighting some serious +con enemies.
At 60ft base range you'll often over compensate and be standing at 40ish ft when you cast it. That DOES open you up for retaliatory cones/aoes in addition to their normal long range attacks. The same way (more or less) that using ice slick in open view does. Though ime the sleep results in way less incoming fire, but ymmv.
4 slots I'd go: acc/rech, acc/rech, rech, range. That puts it up at about the same time as iceslick and gives it range in the mid 70's.
Once again it is flash>jump in for AA>cast slick under feet>profit.
Even if you aren't an AA user the sleep means nothing wakes up until it is flopping from slick (cast from range if no AA). Rather than mobs often standing for a few and attacking before they flop.
Then again I slot a range or two in slick/quake so I can easier use it when lacking LoS obstacles.
But like you said, if you aren't opening up the fights then it will be of little value.
I suppose I could have gone for Hasten instead.
