I think I got that one. The ability to take control of an NPC while others are running your arc. Interesting idea but I see it becoming another form of PvP.

I think he means that he want the author of an arc to be able to take control over one of the ally NPCs while some other player is playing his arc.
eg. Author has an arc with a Mary Sue. Player plays Mary Sue arc and rescues Mary Sue ally (or fights Mary Sue boss). Author joins Player's team AS the newly rescued Mary Sue. (or PvPs against Player AS Mary Sue boss)

I'm sorry. I thought the fact that it was a low level zone - one of two that you have the option of picking on the hero side - wasn't a reason to pick it.
As I recall, it is the first option.
At any rate, how would a new player know not to go to Atlas?
Yes, players spend more time from level 40-50 (some people only play their level 50's). I just think that they should be running missions in any of the low level zones - especially in the MA.
It is clear that you don't care about the other players.

This is a basic control in Neverwinter Nights if the player logs in with the DM Client instead of the Player Client. You can control any NPC, dialog with PC's in a much more meaningful way or even control the monster in the fight (although I found the AI was usually better than I was unless I spent a long time learning the monster's abilities and setup shortcuts well in advance).
It's a very cool feature and allows the author to personalize the adventure in a unique way that can't be duplicated with any pre-programmed options. I used to run a monthly D&D game with geographically wide-spread friends. I'd spend a month designing the dungeon and monsters then we'd go through it in an evening. It was very immersive and enjoyable.
But I don't really ever see this being done for COH. The power of that sort of DM-mode is too prone to being abused. Many NWN players including myself have at least one horror story.
