Windows 7 and Black Screen

Using TweakCoH, I seem to be able to run the game in Window Mode. But full screen, I just can't get it running no matter what compatibility settings I set. Any ideas?!
Your guess is as good as any. There's a couple other Windows 7 threads rolling around here, you might check those out. Other than that, remember that it is a release candidate and that nothing about it is supported at all.

I noticed the driver I downloaded today from nVidia was updated -today-. So I'm gonna try installing an older version to see if it works... *crosses fingers*

Are you using the Vista drivers, or the Win 7 drivers? I'm running Win 7 64 bit on an nVidia 9800 GTX+, and I found that the Vista drivers caused some issues, but the Win 7 drivers work perfectly for me.
Edit: I'm using the 185.85 drivers right now, haven't tried the newest ones yet.
I'm using the 186.something Windows 7 driver that was released today.
I rolled it back to your version. No luck. So I got it back to the new version.
I had the same black screen problem with the 186.xx series. I can run the 185.xx series without the black screen, but if I try to run the newer official or beta drivers, well, no dice.
Hmm...maybe try running fullscreen in safe mode? Maybe there's a conflicting setting or something. You may also want to post up a CoH Helper and HijackThis (Click on "Do a system Scan and save a logfile." It will automatically open up Notepad and put the info there. Make sure Wordwrap is off in Notepad (Format > Wordwrap unchecked) before you cut and paste here) up here for the techies to take a look at.

There have been some problems reported with the Logitech SetPoint software. You may want to do a search in this forum to see what the issue and workaround was.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I've got Setpoint software running on my setup with no issues, but I think I may be running an older version of that as well (one of the Vista 64 bit versions, if I recall correctly, but I'm not entirely sure). I'm on my lappy and about to head to bed here. If you haven't found anything by the time I get home tomorrow then I'll dig up what I'm running for that too.
You have to get the 185.85 drivers if you want CoH to work for now. The 186.whatever drivers don't work with Coh. Yes the Nvidia people know. No they don't know why. Yes, you are correct, the same drivers in Vista work just fine.
...and you can't just go click "roll back" either, for those who had it before. You have to redownload and install the old ones. The Nvidia control panel and Physx involved in the 186 driver are what is believed to be the problem, not the core driver itself.

I have this same Issue, FullScreen has issues with either 186 driver for nvidia, i'm currently sporting the 8800GT, I had to reinstall City of Heroes from scratch due to a drive mishap.
I'm still on Windows Vista 64 bit however, and out of games I play City of Heroes is the only one to suffer under the rule of Nvidia's latest driver.
tweakCoH save my game time though, I allowed me to set the windowed mode.
Full Screen for this game just has way too much issues, remember the cursor bug before, now this.
By and by, everything is just fine and dandy now, now that I can actually play.
Today I updated my PC to Windows 7 RC1 (64-bit). It's a fresh install.
However, when I tried to load CoH, I hear the sound, I know the game is running, but all I see is a black screen. I can't even see the pictures of statesman and the login boxes.
