My friend did, but it still says his is disabled. He's a villain and we're in Bloody Bay.
In PvP zones, like bloody bay, its heroes vs villains.

I THINK I know what you're talkin about...some thing in the player profile that says PvP disabled or something?
As far as I know, that means absolutely nothing. It has no effect on anything.

I'm going to make the potentially false assumption that you've just come from playing WoW and are wondering about an equivalent of flagging yourself for PvP. In CoH, there is no such flag during normal gameplay. You can go to the arena to fight people, in Warburg you will be able to be attacked by all players not on your team, and in Bloody Bay, Sirens Call, and Recluse's Victory, you will be able to be attacked by all villains if you are a hero and vice versa.

It does... if we can hack the system and enable it across the board this game would become the greatest game ever.
Sorry if I am repeating, but I have most of these people on ignore.
Go to Bloody Bay, Sirens Call, Warbug, or Recluse's Victory - these are PvP zones. They are all PvP all the time.
You an also use the Battle Terminals in the Arenas and in the Pocket D to set-up or play pre-scheduled PvP events.
Bloody Bay - is the lowest level PvP zone. It is general PvP.There is a mission arc here to gather parts of various meteorites and refine them into a temp power.
Siren's Call - is the next higher up PvP zone. It has hot spots that PvE characters fight over which characters can PvP and PvE to assist. The zone tips toward good or evil depending on the out come of the hot spot battles. Stores open up to sell better gear to a side that has tipped the balance for themselves.
Recluse's Victory - Is the highest level Hero/Villian PvP zone. This deals with capturing pill boxes in order to sway the zone from good to evil. It is basically the Atlas zone.
Warbug is free-for-all PvP. You can PvP with anyone, regardless of side, as along s they aren't on your team. The mini-game here is to collect launch codes to get access to utilizing a nuke temp power.
All PvP zones are level restricted. The lower leveled ones are level-capped as well and will auto-exemplar higher leveled characters.

Thanks everyone. We couldn't figure out what happened with him.
I was able to get badges, but for some reason although he was in the zone his info read (when he clicked on the PvP tab) "PvP Disabled".
I haven't played WoW in years, but that was a darn good assumption.
