Low-end Intel chips in Laptops are not really built for MMO gaming. Although it may be possible for some people to get CoX mostly operational with them, they usually have to use the lowest of settings just to make it bearable.
You're also low on overall RAM. CoX commonly uses upwards of 1.5G by itself.
Question:
What happens if you mouseOver an enemy (or Player) in the streets? Does it have the same effect as it does within instances?
If so, run CoX's "Verify Files" option on the updater (just in case it's a simple file error with the 2d targeting overlay).
Other things you can try:
Shut down the iPod and any other unnecessary programs before you play.
Use CoX's "Safe Mode" option on the updater.
Type the following command each time you load into a new zone: /unloadgfx

I know it's a Laptop. You might still be able to add some RAM to it. Other applications could probably benefit from the upgrade as well. Try the other suggestions first though just to see if you can get it working a little better first.
Other than that, "upgrade" could mean.. "trade it in for a better one" lol
Hopefully you wont have to go that route, but it's no doubt the best solution if you can't manage to tweak it.

mateo i tryed turning off stupid applications and putting the game in safe mode and doing the /unloadgfx thing in each zone, but it still happens and only in Instances (warehouses,banks,caves) and only when i hover over people.... the rest of the game runs perfect on low settings

Mateo, NETBOOK. Not really the most upgradable thing on the planet unless you mean buy a real notebook computer. Also his settings are pretty much safe mode already.
They might be able to upgrade the amount of memory however they may need to take it apart to do it.
It's an Intel integrated graphics solution. Their, Intel's, ability to run this game is normally glitchy at best. Try to see if Acer has a newer driver.
And yes, shut down everything that isn't absolutely necessary before starting the game. This includes all the Apple stuff, all the "helper" apps like the Java quick start, Adobe Reader quick start, Bittorrent DNA, WinCinema, etc. Your system tray should have as few things in it as possible.

Have a bit of patience. It's the middle of the night for most people that I see giving solid advice in this section of the forums.
Please also understand that these are players of the game, not employees of NCSoft or Paragon Studios. They are doing this of their own free will, on their own time, and with no pay.
Also understand that Mateo has given you the best advice you'll likely get. You have to realize that Netbooks weren't designed to play games on, especially OpenGL games. Lesser quality video cards, such as the one in your Netbook, just weren't made to do this type of work, and often the drivers were written to handle the bare minimum that was needed for the chips. Often, that leaves out proper handling of OpenGL.
Even top end ATI cards don't handle OpenGL instructions well, which is why so many people using ATI cards have to tweak settings so much to get the game to play.
Adding more memory to your system may be the easiest option, although that will also depend on how much memory the motherboard will handle.
Remember, netbooks are not designed for this type of computing.

I haven't really had much experience messing with Netbooks personally, so I didn't know if they had a "memory hatch" like most laptops do or not. I guess that assumption was wrong.

[/ QUOTE ]Quite frankly, you're screwed. The Intel GMA 950 Graphics "solution" is only good for word processing, and maybe the occasional PowerPoint presentation.
And yes, you can upgrade to a new video card on a laptop, but I would advise having it professionally done, as you need to find a mobile card, not a standard one, and it's rather cramped in there.

After doing some checking I found that the most memory your netbook can take is 1.5gb (512m onboard, and a 512m stick are what are in it now.) You would have to remove the 512m stick and replace it with a 1gb, however it's not an easy thing to do. You have to take the entire netbook apart to do it. As for the graphics card, well, you are kind of screwed there. It's not upgradeable on this netbook.

I Currently Am Using A Acer Aspire One Netbook, COH/COV Run Great For Me, Sometimes A little Laggy But Overall Great, BUT For Some Reason When I Enter Instances Everything Is Fine Until I Hover Over A Enemy..., When I Hover Over A Enemy The Textures Get A Messed Up, I Could See Under The Floor, then I Stop Hovering The Mouse Over the Enemy and Its Fine!, It Makes No Sense, All My Graphic Settings Are On Low!, Can Anyone Please Help Me With This Problem !!!!!
