How to perma a dominator

You dominator bar fills as you damage enemies. Once it gets to 90%, you can fire it off. It last 90seconds (someone double check me on that). If you domination bar is still 90% or more when Domination recharges, then you can fire it off again. With enough global recharge, the Domination power recharges faster than you 90s. That means that you can fire it off again.
To sum it up, fast recharge means that the power is recharged before it wears off, meaning youcan use it again without Domination ever dropping.

The basic idea is that while you are in Domination, your Domination bar is full. Thus, if it were possible to click Domination while Domination is running, you could activate it again, or "perma" it. Since Domination itself cannot be slotted for Recharge (as an Inherent it takes no Enhancements and does not appear in the Enhancement screen) it would seem this should be impossible, as Domination takes longer to recharge than its duration. However, with global Recharge boosts like Set IOs, buffs from other players, and Hasten, it is actually possible.
I will leave it to others to explain what exactly you need. However, since Domination has a 200s recharge, and lasts for 90s, you should need 122% recharge to make it perma. Hasten is 70% of this, so 52% should be from IOs, if you want to have this solo. In general, this should not be possible until you are after level 25. (Many of the IOs needed will start at that level, or thereabouts) Some purple sets you may have to wait for 50 to get.
Note that if you have perma-Dom, you only have to fill the Domination bar once. From then on, it should never empty, so it no longer depends on attacking enemies to recharge it.
I will also leave it to others to tell you what you need to slot, but I will say that the major reason permadom is seen as so necessary is because that was a major source of a dominator's damage, being a 75% damage boost. When I15 hits, this functionality is going away, but the Dominator's base damage is going up, with the net result being that Dominators hit harder outside domination than they did with it up before.
However, it can still be worthwhile to pursue, because Domination will still act like a Break Free, refill your endurance bar, and double the magnitude and extend the duration of your mezzes.

You need tons of +recharge bonuses. The easiest way to get it is to use purple sets, but you have to be level 50 and filthy rich to do so. If you are level 50, try to at least get five pieces of the Fortunata Hypnosis set for Flash Freeze... it's very cheap for a purple. I think Coercive Persuasion is cheap too if you take Arctic Air.
If you aren't level 50, you'll have to use normal sets and Hasten. The best set for that is Basilisk's Gaze... it gives a 7.5% recharge bonus if you slot four pieces. It's expensive, but try to slot every hold you have with at least four. If you can spare the slots, you can also take Kick from the Fighting pool and slot it with a full set of Kinetic Crash for another 7.5%... it's inefficient as hell, but some builds have plenty of spare slots and at least you get knockback protection and a little regen too.
Other than that, you'll want to slot Call of the Sandman in Flash Freeze and Decimation in your single target blasts... those each give 6.25% recharge. If you take Arctic Air, slot Malaise's Illusions there for another 6.25%. You can get 5% recharge from Crushing Impact in melee attacks, Obliteration in PBAoEs, and Impervious Skin in Resistance powers (if you take one from the patron pool). You can also get 3.75% from Enfeebled Operation in an immobilize or Tempered Readiness in a Slow power like Shiver (or really anything in Ice).
Finally, the expensive option is to add Luck of the Gambler +recharge IOs to any defense powers you might have, like Hover, Combat Jumping, Scorpion Shield or Weave. They cost a fortune but they make quite a difference since you get 7.5% recharge each, and they count as a separate bonus than the normal 7.5% sets. You can only have five of the same set bonus (not the same set, the same bonus) so normally you couldn't go over five 7.5% recharge bonuses... but with LotGs you can have up to five LotGs and up to five 7.5% bonuses from sets.
I'm not really sure how much recharge you need total. It's kind of a matter of personal taste... if you get Domination recharging in 89 seconds it's perma under ideal conditions, but one recharge slow or just being in the middle of activating another power will be enough for it to drop. How much overlap you need depends on what kind of safety margin you want... I'd probably shoot for 80 seconds or less to be safe. On the other hand, the cost difference between getting Domination back in 75 seconds versus 85 seconds can be huge, so it's a balancing act.

doms will still have a damage bonus in domination, it just wont be as high as before since they're getting it out of domination....
a bit confusing there, bada_boooom. Clearer to say that Doms will retain their high damage whether in or out of Domination mode. Also, any lessened damage is only from individual power's base damage being changed.
unless someone was double-stacking domination, then that player might see "lessened" damage. cool thing is, under the changes, +dam buffs can boost every dom's damage way over what was possible before.

I was wandering if anyone would be kind enough to explain to me how can i perma an ice / ice dominator , and if possible explain how it works .
I am new to dominators , and keep hearing about permadoms , but i was under the impression that domination was due to dealing damage ? , is this correct or am i missing something .
