How's this? I know it doesn't have the rocket boots but my characters that do don't have a shield and my one shield character don't have rocket boots, so I just made a character to show the costume.
What size is he? So I may at least get close representation of it.
Male? Female? Huge?
Also do you have access to the Vet Badge, granting access to the anime style armor?

This is an easy one 
Try each item until you see what your favorite pcs. are or see what you like the looks of on other people and add that to your costume.
When i judge a CC, the first thing i do is step back and see if the contestant stands out from a distance, then i move in for details. The best outfits stand out at a distance. Look at the best dressed heroes for ideas Osiris-Ka (United Heroes Brigade), Teh Arctic, Undead Cyborg (Hammers of Justice), or Grazzit (Stoned Templars). All the major sg leaders have wonderful costumes - Steel Brigade (United Heroes Brigade), Budweiser (Protectors of Neverland), Braije (DarkGuard), and End of all Hope (Templars of Steel Slayers) come to mind.
They can tell you it took a lot of work and trying everything out until they found what they liked best.

I saw what Clobbertime recommended and unless you have the cyborg pack you cant do it, but you can sub the crey tech body armor and get a similar effect. Very good job Clobbertime the outfit is very well done.

He's a male toon. A tall one but jsut the standard male toon.
I don't have the anime armor yet, something tells me that may have made this a good deal easier. I've tried going through all the bits I can, the biggest problem is I can't get the legs and chest to look very battle suit like. I'm using a lot of parts from the one clobbertime made actually. Same shoulders and chest. But with rocket boots and a different head set to give the helmet a more segmented look. Like it could actually be taken off.
I've been trying to design a battle suit wearing character. He's a shield SS tank. He's awesome.
The current costume has undergone a lot of changes over time. From a really basic tech wired costume to the combination of tech, cyborg and rocket boots that he is today.
So now, I'm asking if you guys could help me out with making his main costume. The only constraints are that it has to use the round shield model, and it has to have rocket boots. black and red are what I use atm but feel free to have some fun with that. Thank you so much whoever has a crack at this!
