well my tank invul tank is lvl 50 atm and i finally came out with a build that is very powerful without Unstoppable, me personally i don't like the after effects on it. Personally think it should go like MOG but watever but here is the build everyone enjoy this. If anyone has questions post them.

But this is supposed to be as strong as a granite tank without stoners weaknesses.

False,

You do know that MoG is pretty damn useless in a fight lasting longer than 15 seconds.....Unstoppable beats it by hmm lets see... 3 minutes of nigh unkillable "god mode". I seriously don't think you have an Invul saying something as ridiculous as that. I on the other hand actually have an Invul/Enrg. And still use Unstoppable whenever needed. Unless your at full set Io's at lvl 32, I seriously doubt your "powerful" without unstoppable at those early levels, and even then your saying no to a "god mode" power....tell me your new to CoH....tell me you like scrappers more than tanks...

Can Whirling Hands and Total Focus be used with Hover?

I'm fairly sure at the very least Whirling Hands can be used while hovering. No experience with TF.

My personal opinion is that this build is way overkill.

Just putting Tough/Weave on an Invuln Tanker with most of its primaries pretty much makes it capable of snoozing through most TFs in this game.

Adding Maneuvers is sort of like adding a hood bra on top of your Ahbrams Tank.

The set bonuses are also a lot of overkill, especially with Invuln. You're probably going to want to IO out more for +recovery and/or +maxEnd as that's the real hole (besides Psi) in an Invuln build.

Your attacks are underslotted and your defenses are overslotted. Even for a defensive build, going way over the soft cap for defense on a resist rich primary makes little sense.

If you want a "different" sort of defensive build, try looking at the AOE Fear in the Presence line (you can also pick up Provoke if making a team based taunt-bot is your goal).

I like slotting up defense on an Inv Tanker, even though it can be overkill. I am not sure I'd take maneuvers though, and I am sure I'd never slot Hover like that. :P You could steal slots from Hover and some defenses to finish slotting your attacks. If you take understrength attacks to beef up your durability, you might as well be a Granite Tanker, eh?

I used the passives (res elements/res energies) to three-slot Aegis for fire/cold defense; the resistance is small enough that the slightly-under-ED-Cap enhancement value of around 52% doesn't change your final resistance numbers much (in my case, I went from 31% energy/negative resistance to 30.88% e/n res and saved a slot, then did the same thing with fire/cold except a set bonus raised it bit more. That's 2 slots saved). The toggles (including Tough) got the 4-slotted Reactive Armors which give full resistance enhancement and some end reduction.

You're putting more effort into regeneration bonuses than I did, which is fine...but you're overslotted on Health -- 3 lvl 50 common IOs *and* a 50 Nuimna heal is way over the ED cap. Convert one to something else or save the slot.

Not sure it's worth using a whole power's slotting to get 1.88 Psi defense -- I'd use those for stacking up the bonuses you're going to get a lot of. I managed to get an incidental 13% -something Psi defense just accidentally from Weave and the like.

This is close to my most recent build on my Inv/SS Tanker. He absolutely snores his way through ITF/STF/Rikti Raids/etc.

What i like about INV is that you get a little of everything.. resistance and defense. I have Dull Pain pretty darn near perma which is a huge help...

The set bonuses are also a lot of overkill, especially with Invuln. You're probably going to want to IO out more for +recovery and/or +maxEnd as that's the real hole (besides Psi) in an Invuln build.

I have a fully IO'd out Inv/EM Tank with Tough/Weave/Aid-Self. The only thing I ever use the T9 for is Recovery, and even then I rarely use it (IO'd +end/+rec). I thought about respeccing out of the T9 for something else...maybe Taunt.

I agree ... I rarely use Unstoppable but I like to have it around for the heavy mixed damage type content that I run into on occasion.

Unstoppable is an interesting power. Prior to issue 13 I used the power occasionally... the crash was never a major problem to deal with, you just pay attention to when it's coming and then you react accordingly. Things like the temp power phase shift (Ethereal Shift I believe) were perfect for the drop as it was a 30 second click phase shift... Taunt, then hit the temp just prior to the US drop... 30 seconds later you're toggled back up and ready to continue with the butt kicking.

With the Invuln and IO changes of issue 13 I respecced into a soft capped defensive build but I kept Unstoppable because I was unsure if the defenses would be enough for the more difficult content. Well, I kept the power in my tray for an entire issue and never once needed it, even thru several STF's and ITF's. With issue 14 I finally dropped it.
