Level 41 but no PI contacts?
There's also the slow, annoying way. Go back to your "active contacts" and they'll give you the next higher one.
So if you last hung out in Steel Canyon with a level 10-15 contact, I think they give you a 16-20 (probably in skyway), who gives you a 21-25 (probably Talos) who gives you a 26-30 (probably Indy) who gives you a 30-35, who gives you a 36-40, who gives you someone in PI.
They might "Shortcut it" and the level 15 might give you a level 41 directly; it's been a while since I've done this.

To clarify - and you're actually told this by the detectives as you go up, btw - At level 5-10 and 10-15, you only need three. At either 15-20 or 20-25, I believe, the detective tells you you need to do more, and from that point on, it's five contacts for an unlock.
Or, yes, as mentioned, go through your active contacts. Even if you started from level 1 with the MA, you'll still have your origin contact - who won't have anything for you, and will pass you along. Eventually you'll get a PI contact.
Along the way, you should stop in Steel and talk to Montague Castellano in the university, as he'll unlock the midnighter club and Cimerora, and wander into the Rikti War Zone and do the "Welcome to vanguard" bit. I can guarantee at *least* Montague is in your contact list, as he pops up early and the missions scale with your level from that point. He will also introduce you to other contacts as I recall, besides Mercedes Sheldon.

You should go back and clear old arcs anyways especially if you have more than 1 arc open (red flag?) as that will stop you from getting really good arcs in the 40s. I'm talking Tina Mac and Maria Jenkins (hero-side anyways) mostly since these guys give arcs that will give you the Praet AVs needed for an accolade. Much easier to find a team to help with Tina Mac arc when in lvl then to find peeps to help you do a flashback via Ouro if you are an AT that would have trouble. And Maria's arc is popular just to have a team and beat on AVs (or as EBs).
But yeah what's been said before: do 5 police band mishes and the bank mish or go talk to old contacts. Although those contacts who you previously finished will only go to to your active contact tab if they have a new contact for you. You may have to do a few mishes to the extreme of finishing any open arc before they give you a new contact though. If you have to finish any arc, possibly you could find someone in the appropriate level range that would be able to exemplar you so you get influence/ infamy and prestige. Or you could just blow through the content real fast.

It's actually by detective/zone instead of level. I tested this a while back and showed that at level 20 (and even 21) you can get a Steel Canyon Safeguard in Faultline after doing only 3 missions. But if you are in Indy or Talos, it's 5. However, I believe that 21 is the cutoff point for Faultline.
you could always take the easy way out and do a ouroboros mission, that will unlock them too.

Note, this isn't the case exactly - There used to be red and gold "books," red being major, gold being minor (think I'm remembering that) story arcs, with limits to each. The books have changed to blue and green - and since I can't tell them apart thanks to the size of the icon (it's a tiny, tiny "bookmark" strip) ...
Well, look here.
I got to level 41 through a lot of teaming and MA missions. Now I am level 41 with no contacts in Perigrine. How do I unlock them? Someone told me to run radio missions, but I ran 4 of them and still no contacts.
Do I need to go back and finish old story arcs to get the introductions?
