^Yes, Ice/ gives you a strong foundation for soloing.
But if you want to stick with Elec/, go /Ice or /Elec.
Any particular reasons for /ice?
I've heard that it's fairly low damage output, and it doesn't mesh well with elec/...
I've gotten an ice/ice blaster to 32, and it's not too bad...

What meshes well:
Chillbain will help you fill out your single target attack chain.
Freezing Touch can stack with Tesla Cage, so you can hold bosses.
Why it solos well:
Chillbain and Shiver together are like -115% recharge. Awesome. Chilling Embrace is another -40%
Ice Patch will keep minions and lts on the ground who come near you.
Freezing Touch isn't bad to have ever.
In other words, it adds survivability.
I think Electric/Energy would be more fun to solo, honestly, but Ice/ or /Ice would be able to handle more for most of their career. Like, until 35 when El/En gets Boost Range and nothing ever gets close enough to even fire at them.
@Gilia1
I play heroes on Champion.
I play villains on Virtue.
/Ice meshes with pretty much everything due to Chilblain, Ice Patch and Shiver (and of course BU). Elec/Ice meshes well because you can stack Holds, same with Elec/Elec. /Elec has more damage, /Ice has more mitigation. It all depends on your play style, really.
Now, /Elec and /Nrg both have tools for End management and can help boost Short Circuit, so you may also want to take that under consideration as well.

I play almost exclusively solo, so I have a bit of experience with this.
From what I've seen, to make a really good solo blaster (assuming you plan on mostly doing missions) you want three things (in the following order):
(1) A primary with a high-damage single-target attack (other than snipes)
(2) At least one (and preferably two) holds in your primary/secondary combination. (Having two holds is extremely useful for taking out bosses.)
(3) A little-resisted damage type
Electric has #2 and #3, but not #1, which makes it less than ideal for soloing.
Ice, on the other hand, does have that high-damage attack. Plus it has two holds in the primary, which means that you don't have to pick a secondary with a hold (or wait until you unlock the epic power pools) in order to get your second hold. Unfortunately, Ice does smashing as well as cold damage, but I haven't noticed that as too much of a decrement. Another big plus that Ice has is that every attack slows your opponents' recharge and run speed, which does a lot to help keep your squishy self alive.
As far as secondary goes, /Ice is good because it has the best Blaster immobolize, as well as Ice Patch and Shiver which are great control tools. /Energy is another excellent choice, though, since Power Boost lets you extend the length of your holds and you get some fantastic melee attacks (Total Focus, etc) that let you deal out some amazing damage numbers. I suppose I'd say that /Ice is more defense oriented while /Energy is more offense oriented.
Another interesting possibility (and one that I'm trying out myself currently) is Fire/Ice. Fire does the best damage of any Blaster primary while /Ice gives you the controls that let you live to actually use that damage.
My Fire/Ice is only up to level 24, but he has, so far, been the best Blaster I've ever played--which says a lot.

Soloing its all spawns of 3. Ice has a holds that instantly turn that into 2 and excellent ST damage to deal with whats left.
aim+BU+Frost breat+ Hold LT+take out minion 1+ Take out
Oops misread: above is still true
Shiver, chilling embrace, the sleep and the ever popular ice patch and chillblain for /ice
You might as well play whatever combo looks cool to you. I have yet to find any blaster combination that doesn't solo well with new defiance.
Just take your first two powers from the primary; those will still be usable (along with the first power in your secondary, which you are forced to take) even if you get held, stunned, or slept. Note that if you are looking at older guides, pre-issue9 or so, the early blasts have changed significantly since then.
The only time you won't be able to use them is if you get knocked down. Assuming you are soloing story arcs, you will get enough merits for a guaranteed free -knockback recipe by your late teens.
The Bacon Compels You.
I took an AR/EM Blaster 1-40 solo, so basically if ya don't mind debt or travel as much pick whatever looks fun at that moment and go for it.
As for the /Ice vs /Elec argument my money would in on /Elec just for the extra dmg output and end help. Then again my playstyle is a tad "Balls-to-the-wall".

Not just "help fill out" your STAC, but make it stellar. The proper use of Chilblain will turn you into an exceptional boss soloer, AVs not withstanding.
Fire/Ice proved to be the most fun blaster I've rolled.
I've soloed an Eng/Eng and Fire/Ice to 50... both have their own style but I'd say the easiest to solo for me was the Eng/Eng
Simply for the fact that he SS+Stealthed most missions and evolved into a Boss killer.
My Fire/Ice on the other hand thrived on teams where his AOE's could do the most bang for buck.
I'm currently soloing an Elec/Elec, he's at level 31 and is pretty fun, I'm still curious to see what the end drain is like when I can pair up Short Circuit with Power Sink.

Ice/Ice is easily the best solo blaster you can roll.

Hello all.
I came up with a project for myself to try.
I want to solo a blaster to 50
No teams at all, no super group, no outside help, as long as I can avoid it.
However, I need a build.
I wanted to go with elec/ as a primary; I just don't know what to pair it with.
I was thinking /elec or /energy...
Any suggestions?
What's the most viable soloer secondary, combined with elec/?
