...who was mostly going to solo, and could not have fire or electricity as a powerset, what would you roll?

Obviously I'd prefer good damage but I know I'm already gimped by eliminating fire, so I'll take fun instead. I haven't played a dominator since my plant/thorns in beta so I'm kind of starting from scratch, and as such have no problem considering /psi as I'm not worried about possible upcoming nerfs. (I played a /regen scrapper through several and she's still my favorite.)

I've been leaning towards ice/psi, but also thinking earth might be fun. I'd even reroll my plant/thorns if that isn't just a recipe for disaster.

/elec and /fire are THE soloing sets, but if you don't want to go there...
/psi may be strong ST after balancing, I don't know yet.
/ice is always reliable
/energy may be pretty strong after balancing, again, too early to tell

For primary it doesn't matter much, I find the ST hold is plenty to handle solo spawns. Mind is especially powerful though because of sleeps/confuse on tough opponents

I do like that confuse. Maybe mind/ice or ice/ice, although the latter I'm sure has been done to death. (Baby.)

I've got a mind/ice sitting at level 42. He's good, and I think I could make him a lot better with a respec, since he's never had one ever. I solo most of the time, and this build has taken down a good number of EBs. He met his match with a +1 Ballista, something that my Earth/Elec took down with surprisingly little effort. But you don't want Elec.

I had never played Earth until I put it on a dominator, and now I regret not playing it sooner. It's got mega control, and a bunch of powers you can cast around corners or leave as traps. And the pet is a beast. I'd pair it with any assault set and give it a try, personally. I'd probably go ice or thorns given your options, but that's just me.

But then, I've played mind hero and villain side, and there's little to complain about.

Mind/Ice is fairly solid. I'd say Earth certainly can contend in a solo-area, but it really shines when you have to deal with giant furballs (that you so rarely get solo). Plant is deliciously fun for solo-work, and you really can't go wrong there.

Infact, I'll have to echo one of the above posters. It really doesn't matter what primary you go with, as long as your secondary is something you're comfortable with. Ice and Thorns are solid contenders, though I have to say... Elec and Fire are pretty well monsters of solo-potential and damage.

Psi is a pain to solo now, but might be better with the buffs/changes coming down the line. Jury is still out on that for the moment.

IMO, Mind/Ice is very powerful, damaging and has amazing control. SUPERFUN at lower lvl's and all the way through really!

Mind/ice. Plant/thorn and ice/psi are good group characters not so great solo. And you can 1-hit sleep AVs.

Edit: Do not take telekinesis so you will have endurance.

Heh, you two crack me up as I just got it narrowed down to mind/ice or earth/ice. Earth because I haven't played it much and would like to, or mind because I've played it a lot blueside and like it. Might play around with both and see which feels better.

S'what I recommend, honestly. I personally love the snot out of both sets, and would prooobably say 'BOTH!' enthusiastically.

I mean, I have both on both sides.

Between those two I'd go with Mind for soloing. Mind is just very strong solo. Earth I wouldn't pick personally because many of the controls have long animations. That's fine on teams where aggro is distributed but solo where all attention is on you being locked in a long animation can mean the difference between success and failure.

I went with Earth/Ice in the end because I had a concept that I liked, as well as the novelty of something I haven't played much. But I'm definitely going to roll a Mind/something since I know how good Mind is and Confuse (of any kind) is about my favorite power in the game, both for utility and for laughs. Might do something weird like Mind/Thorns.

If no /fire or /elec I'd actually go /eng because it is very likely going to be similar to the /elec model after it is tweaked. Rather than having buildup though it will have powerboost and a t3 ranged attack. I think it will probably be very good.

I wouldn't go near /psi right now. There is no way it will end up anywhere near the top of the pile for st damage and it will likely move to middle of the road for aoe. It will probably fall into position 3 for ranged damage too behind /fire and the new /eng.

/ice is probably your next best choice.

To be honest though I'd just wait a few more weeks until we know how the sets are being changed. I have a suspicion that if /fire and /elec are off your list the /eng is going to be what you want post buffs.
