Neither is better than the other, they each have a different application. Yes, you can have them both on at the same time. The difference is, one makes all attacks hit less (Dispersion) and the other forces enemies away from (Force Bubble), which negates MOST melee. Some enemies can brute force their way through Force. I recommend taking both. You'll use Dispersion far more though, due to it's status protection (Protects you and everyone inside from Holds, Immobilizes, and Disorients).

I find myself in more situations where I'm picking between force bubble and force bolt, than between force bubble and dispersion. Dispersion is pretty much always on.

Also, I was surprised to note they aren't kidding when they say only affecting self on rest or personal force field. Dispersion bubble may still be running, but it no longer benefits your team.

depsersion bubble: +defense and mez proc

force bubble: repel and KD/ aggro magnet

read the power description.

Welcome to Force Fields. I suppose it is possible to be a Force Fielder and not run Dispersion Bubble, but I've never seen it.

Force Bubble, on the other hand, I would say is very much optional.

It is worth noting that the guy posting above me, The_Player, wrote the bible on Force Fields...literally.

Click on the FF in his signature. Very useful information there.
