It depends on when maintenance is over. Usually, EST, the servers come back up around 11 am.

Standard monday morning Maintenance - they'll be up soonish. The window is from 9-11 EST, but may not take all of that.
I wondered when they did that... I don't usually get Mondays off. 
They reserve every day between 9 and 11 EST. However, recently they've tried to keep maintenance to Monday and Fridays, with patches on Tuesdays unless they have a reason to push patches on other days.

There's not usually patches on mondays, just maintenance.
The 1500 ticket per mission cap change was implemented last week.

That cap killed me SOing out my chars, I was using tickets instead of inf cause I was saving and playing the market *mutter*
1500 a run seems a little low given how much silver and bronze rolls cost , per roll, not to mention salvage :/
