What's pvp like in CoX?

No.
Unfortunately the approach in PvP wasn't to even out on a 1v1 basis so that on any given encounter either of the combatants might win. Instead the route taken was to "promote" teaming just like in PvE. The result is that certain builds can kill almost anything in 2-4 hits. Further, other builds are unkillable in solo combat by typical opponents.
A moronic approach to AT vs Ability is in place where low HP builds with mostly Hold/DoT have no chance of holding opponents long enough to do substantial damage, yet they can be killed in very short order, being held by a single hit by their opponent (aka SS knockout blow type powers having a 'hold' component).
With the introduction of IOs PvP slid even further out of balance so that individuals with bottomless pockets can afford to slot Purple level IOs for extra damage types, resistance, defense, etc and battle using lvl 50 characters in level 30 PvP zones with even greater success.
Just because you may have a killer PvE build, don't expect it to be anything in PvP. For example, a Stone/SS Tank is near impenetrable in PvE, but PvP wise he's dust and a sitting duck. TP self has been gimped with Travel Suppression so that the Stone Tank has no means of escape if he's being team [censored].
Sadly, either you have to build one of the few specific builds which can take/dish out punishment or expect an inordinate amount of death. Even playing in team, there is no balance, since you don't often find team vs team gameplay, but rather singling out for team spikes. And they single out the low HP which tend to drop in 10second battles essentially massacring opponents. This is true regardless of side you play.
No balance exists in PvP, just alot of problems that you have to contend with. If you don't mind contending with them, revisiting the hospital regularly, then by all means come join us on the battlefield.
You just need to know it's not a cakewalk like PvE. Note my signature, the true balance which aught to exist.

PVP is awesome dude. Most people that do not like it now do not like it because they were used to it being one way, the devs release an update "i13" and completely changed it so that basically any powerset could pvp. If you really want to PvP though, I suggest you move on over to Freedom. Don't have an SG yet? Join mine, i'm making it all PvP anyways.
It is fast paced, Sirens Call has an okay pop these days but not what it used to be. The highest pvp zone RV is generally full of vills and heroes. If you are looking for 1`v 1s you can usually find that in a zone but there are no rules so that is based on the honor system, trur 1 v1 is in the arena but..most ppl just duel in zones.

Hehehehe...This guy has got a good read on PvP, unlike the whiners in the "Can we fix PvP" thread. Hey Ares, I'd like to put a toon in your SG as well: global - @galactor.
IOing out your toon for pvp is expensive, BUT a player can PvP just fine with SOs and do quite well if you team with a buffer or two. Nothing equals out IO set disparities better than a good buff or two. Then, while teamed with a buffer, when you get a pvp IO drop or two you can sell em for big bucks and use the funds to fully IO out your pvp toon. Good luck and have fun. PvP is a blast...it's what I do with my toons mostly, I love it so much.

The most important thing to keep in mind as you read these responses is that this game has been around for five years. That is more than enough time for people to get a little too attached to their ways of playing and how their characters work.
Then the game changes, for whatever reason. A lot of people roll with it and adapt. Some people decide they don't like the changes and leave(or stop PvPing, in this case), which is understandable. The third group stays on and takes every opportunity to express their bitterness about the past.
Ignore the third group, or at least take their tirades with a grain of salt.
To answer the question:
I don't know if it's balanced. But on the occasions that I wander in to a zone, I have fun. There's certainly nothing in PvE that makes my heart pound like that.

well, a minority of pvpers rolled with it. a majority left or stopped playing. and the third group is part of the second group that felt totally done ugly by the giant nerf that took place. the pvp zones are for the most part ghost towns,except for the 4-6 hours over the weekends where you could maybe find 10 pvpers in the same zone.good luck with the pvping hope it works out better for you than others have had.
OP, do yourself a favor and NEVER listen to this guy in PVP threads. He is about as outlying as outliers can get when it comes to understanding PVP and also his views on what would "fix" it.

There are interesting zones that are earmarked for PvP: Bloody Bay, Siren's Call, Warburg and Atlas Past (Recluse's Victory). It's a fairly simple matter to do a little recruiting and have a team to do the zone activities. Having a team is excellent protection against rogue solo builds, and things get more interesting still when there's another team about.
Usually a good idea to organize a set time in the forums, preferably with a signup so that you know who's coming and can get started right away.
For example, we've been having good success organizing Tuesday night PvP zone activities. I've been taking a little break from organizing that, though a couple of the other taxis are interested in taking the lead.

And this is different than WHAT games? In any MMO game with pvp, if you want to "be" the best, you'll have to have the "best toys/gear" to get there with. Add in your own personal skills, and you have a top performer. Yes, even WoW requires the "best" gear and classes to actually put up a good fight in pvp.
CoX is no different in that sense.

It's just the most common complaint given from people who want all the top shinnies, but don't want to put in even a modicum of time/effort to attain them.
While it's true that to "compete" you "need" the "best" stuff (notice all the quotes), CoX is a bit more ...forgiving, I'll say... to the player who doesn't have these things due to how PvP currently works. They're at a disadvantage, yes, but it's not something that can't be overcome with sufficient teammates and competent play. On top of this, the "top of line" is comparatively easy to get when put next to the difficulty or time investment required in most MMOs. Nearly everything you need is readily available, or is maybe a few hours of time away (all combined, not per IO). Compare that to not being geared in WoW until a few weeks go by with constant raiding/PvPing to get there and you've got a system that doesn't completely lock out the Newbie PvPer.
And that last point there is where CoX differentiates itself the most, beyond the quicker pace of course, from the usual PvP formula.
