Logging into a new character forcibly logs your old character out, no matter what number you are at on the countdown. That's why they don't want to do a quit-to-login or switch-to-other-character thing.

Rather than limiting the recipes to increments of 5, what I would rather do is have the option to bid on a range of levels for one recipe. There's plenty of times where I want a recipe "X", but don't really care if it was level 40, 50, or anything in between.
So instead of having to choose "Well 44s are going cheapest at the moment", or placing several bids in a hope that one fills, and the rest don't, I could put in a bid for a level 40-50 recipe X, walk away, and if anything in that range comes up for bid at my price point I get it just as surely as if I had bid there.

You know, one more thing I'd like to see is for enhancements that don't need a level associated with them (e.g. +7.5% Recharge, Chance for Extra Damage, etc.) to, well, not have levels associated with them. Or if they do, make them all level 1 (level 50 for purple IOs to match up with the rest) and be done with it.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

How about your global friends list remembering the column widths you set for each column, in both collapsed and expanded modes? And perhaps even remembering which column you're sorting by when switching between modes?
(Or even better, the ability to auto-set column widths to the widest element by double-clicking on the dividers? If I could do that now, I wouldn't mind so much having the column widths reset every time I switched characters ...)
Maybe revisit some old costume textures and give them a high-res treatment, to bring them up to par of the newest batch of hairdos and shiny costume textures we've received. I'm all for adding new options to the lineup, but why leave the older, existing options as they are, right?

I'd like to see Arbiter Rein, Facemaker and Gorgeous Glenda added to your contacts list, as well as a pop-up when these guys become available. Likewise, when your level 1 contact goes active for the cape and aura mish, I think you should get a pop up (any contact actually, that goes from Inactive to Active should warrant a pop-up, I think). Make the text say something like "So-and-so has new work for you" rather than the "So-and-so has contacted you).
I forget about these guys all the time too, frankly.
#2 When the last time the help file was upgraded? I think I have some ideas here too. /cmdlist doesn't cut it. I haven't looked, but are the newer feature from later Issues described in the regular help? More later as I check into this... we've had some really nice UI improvements over all but I haven't noticed any on the in-game help.
#3 Auto-leveling for a fee got mentioned on Test. I think auto-leveling to 50 would be boring, but the more I think about it a boost to 20 or 25 would be awesome. Get rid of the boring bits of re-leveling a character or making a new character. 20 is about when most characters start to get good.
Or just make us pay $5 per week for access to Meow-Mix. Whichever.

That would mean being able to slot them at level 1 which I don't think the Devs (or myself) would like to see. Although, a good argument can be made to make them level-less and slottable at level 7 (which is really the same thing as making them internally level 10).
The level-lessness of these 'procs' would then take away the confusion over what is a proc (for which exemplaring level doesn't matter) or a Global Special IO (for which exemplaring level does matter). E.g., the 7.5% Recharge you refer to is actually a Global, not a Proc.

I'd like to see the Search Window also list team size, so you can tell if someone is on a team that could be combined with yours.
And I'd like to see a better way of telling if someone is on a team or not ("team size" would do it: "team size 1" means not on a team.) The current scheme of using font color to indicate teams is too hard to use.

No, People can't have their cake and eat it too. You get stealth from superspeed and end/rech from speedboost. If you don't like the speed, either quit the team or ask the buffer to not give you SB.

Have detectives give you their number after you've completed the first mission for them. I've never understood why you have to run to these guys when every other contact in the game has a cell phone. (Budgeting issues?)
Put a pharmacist in every hospital. He/she sells inspirations.
For crying out loud, just sell awakens in the Architect buildings. You can buy three cabs and merge them into a wakie for 150. It's not like you're stopping folks. Omitting the wakies seems kinda pointless. It's just more time-consuming to have to merge the inspirations.
Consider letting us merge 6 of any tier 1 inspiration into a tier 2 inspiration. (Rare, I know. But it happens, and it'd be nice.)
I think Merits are a little busted. I only get Merits if the regular mission arc I'm running is mine. If it's someone else's arc, then I get no merits. This seems a bit unfair and to me it discourages casual teaming, since only one person on a pug can get merits for an arc.
I'd suggest you find a way to give Merits to everyone on the team.
My idea is to keep a track of all missions that might reward Merits, excluding ones that all team members will get merits for or ones that no one will get merits for. So TF/SF are out, as are newspaper/radio mishes. When you do a set number of these missions, you get one Merit.
This way you can still slowly gain Merits just by helping other people with their missions. I'm not sure how many missions you should do for one Merit. I think somewhere around 5 to 10 would be about right.

I find it boring and repetitive on Red-side to do newspaper mishes before I get contacts for arcs. There's no merits to newspaper mishes, so I'm missing out that way, and it doesn't really form a "story" either, in the way that mission arcs do.
If you are concerned about new players doing bank mishes for the reward (and the jet packs are a cool reward), then I'd just make it so that after you get your 6 month vet reward that you can get a contact right away.
Desired behavior: The first time I contact my broker in a new zone, I should be given the option of selecting one contact with mission arcs. This should work exactly like the "new contact" window I see now on completion of a bank mish. I should also get the spiel about doing missions from the newspaper. The exact order this happens (spiel first, then new contact, or vice-versa) is unimportant.

Sweetness, this was not only implemented, but I noticed that it was made retroactive! All of the old screenshots in my City of Heroes/screenshots folder were renamed to the new standard.

I have one I'd like to add to the list.
<ul type="square">[*] As you're typing in a name for a new character, have it ping the server to see if the name you currently have selected in the box is taken, and put a "Taken" indicator on the screen to let us know. If that's too resource-intensive, give us a "Check Name" button. Or at the very least, check the name before you prompt us if we want to enter the tutorial zone. It's just a little annoying to keep having to click on two prompts when trying to find a name that's not taken instead of just one, or ideally, none at all.[/list]

I wouldn't mind keeping the character there (and helpless) for 30 seconds. Isn't that how it works now? If I quit to the desktop, I can exit immediately, but if I quit in the middle of a battle, my character stays there doing nothing, and when I log back in, he'll probably be defeated.
Likewise, if you have a quit-immediately-to-login-screen option, whatever character you're logging out of will still be standing there during the 30-second countdown. Heck, if you're fast enough, you might even catch a glimpse of your other character before they disappear.
