sorry never mind i just found the answer. In case someone is new like me you can only get it from the merit vendor. other then the black market . OH also can some one tell em about the lvl of this one because its a rare one does it still act the same as the others where after i get to high it will no longer be any good ?
It's a Rare recipe, you'll have to roll for one with either 20 reward merits at the vendor, buy it for a buttload more merits at the same vendor, or roll a gold recipe for 3000+ architect tickets.

To answer your other question the level of the IO doesn't matter, other than to determine when you can slot it. Once it's slotted it will function equally well regardless of the level of the IO

Caveat: if you exemp to a level more than three levels lower than the IO (or lower than the level at which you took the power it is slotted in), you lose the benefit. Therefore, getting the lowest level +stealth IO you can reasonably attain is usually preferable unless you never exemp, including going into lower level PvP zones.

I was under the impression that as a proc, the stealth IO's level was essentially meaningless (aside from who is able to slot it), is this not the case?

It is. However, slotted procs still turn off if the power is not available or if you exemp too low. At least, I'm mostly sure of this.
Only if you lose access to the power. My lvl 50 stealth works JUST fine on Cap Runs, it's in Sprint.

ok im still a bit confused, im at lvl 33 currently if i was able to get a stealth IO now and put it in to sprint as Eran_ stated then i shouldn't need to "upgrade" with a higher lvl one ?
You can't "outlevel" IO's like the rest of the enhancements.

other then the black market where can i get a stealth IO be it a recipe to make it or just the enchant its self how can i get it other then having to go to the black market
