ok im still a bit confused, im at lvl 33 currently if i was able to get a stealth IO now and put it in to sprint as Eran_ stated then i shouldn't need to "upgrade" with a higher lvl one ?

sorry never mind i just found the answer. In case someone is new like me you can only get it from the merit vendor. other then the black market . OH also can some one tell em about the lvl of this one because its a rare one does it still act the same as the others where after i get to high it will no longer be any good ?

other then the black market where can i get a stealth IO be it a recipe to make it or just the enchant its self how can i get it other then having to go to the black market
