It stacks. It also works right down to level 1 regardless of level, like a purple IO.
I THINK they will stack. Not 100% sure though.
Also, you may purple out your entire character's builds, both of them, before getting your hands in that thing.
I have both on my Ice Tanker and they stack. No worries.

Just out of curiosity, did you buy it or got it PvPing?
I bought it. Had to spend a small fortune to get one but I felt that it was worth it. It was almost painful to part with all of that influence though, but I kept telling myself that it's only fake-money. And it wasn't like I had anything else to spend it on, so I splurged.

My ice tank, with weave, +3% def IO, and a single application of EA hits the soft cap.
Unless you wanted more cold defense :P

I was wondering if money transfers were going on when I saw the huge amounts these were going for. I guess I was wrong and they are actually selling for those prices. I think I saw 2 sell for 700 million.
I have a question for those of you who have one - does the +3% def aspect of it exemplar like a purple (ie: no 3 level tether)? I've heard that the set bonuses do, but not sure about special IOs like that one...
