Both have fast recharges and will eventually be used mostly as a "filler" attack in between the bigger blasts you get later. You will only need 1 of the two to fill out your "attack chain" where you fire attacks continuously. Think of it like "Big blast #1, now big blast #2, now big blast #3... oh none are recharged yet... I guess I'll X-Ray blast." You can always choose both now, see which one you like best and "rechoose" later. There are ample ways to change things up at later points so don't worry about messing up *EDIT* You can't really mess up much anyway. Pretty much everything works. It's about what fits your playstyle the most.

Mostly personal preference. Hover will give you a small amount of defense and let you avoid having guys swing big swords at you. Super Speed is faster but you are stuck on the ground. Fly is slower but you can go all over the place.

Stamina isn't a firm requirement. Usually/generally you really really want stamina if you can fit it in. I highly suggest taking it.

Welcome to CoX. Now for the questions.
1. You may want both eventually. If memory serves, your other single-target attacks are Proton Volley (a snipe, I'd skip it) and Cosmic Burst (at lvl 18). You only get so many power picks, and you'll want most of your secondary, so if you had to cut something... eh. I'd really lean towards taking both.
2. Super Speed is really kind of annoying in CoV; most zones are rather vertically challenging. Fly is popular because it gets you hover, a very handy power for ranged attackers. However, Super Speed gets you Hasten, and that's not useless either. I'd call it a question of taste, but for your first char, I'd recommend fly. Once you learn all the 2D ways to get places, SS is a lot better.
3. Rad/Rad is quite workable for both solo and group. AM and you anchors obviously give more benefit on a team, but they still are useful solo (unlike bubbles, which are totally useless solo).
4. Stamina is a requirement for nearly all characters these days. Due to most teams post-20 being steamrollers (as in, rolling over enemy spawns without stopping, sometimes without slowing down), you don't have down time between fights. This can force even a more end-conscious character to need Stamina badly.
My advice would be to skip Proton Volley (the snipe) and Mutation (the rez). Power picks are valuable, and your secondary has a lot of good powers. Similarly, decide which AoEs you want; it might be all, might not. I haven't played Radiation Blast since before CoV, so not too familiar with what the AoEs all do.

I'd also recommend skipping Fallout over skipping Mutation - both require a dead teammate and while one is more fun than the other, the one that's less fun is a viable option far more often.

I've got a defender that is Dark Blast/Rad that just hit 47 today, and a Dark Miasma defender at 50. I also take radiation blast a lot, but never seem to get it past 20.
So here it goes:
Take both N bolt and X-ray to start out. If you want to respec out of one later you can. With Dual Builds you can just change to the final build at anytime after level 10. The reason for this is that there aren't that many single target attacks in the lower Rad Blast levels, and the AoE's take huge amounts of endurance for what seems to be little damage. The think about N bolt is that you can set it to autofire and still have a net gain of endurance if that's all you use. It doesn't do a lot of damage, but it recharges so fast and uses to little endurance it's almost like a toggle. In the upper levels Rad Blast has 1 cone and 3 AoEs if you count the Nuke.
Flying has a definite advantage. There are a lot of blind alleys you can avoid that way. On the other hand, Superspeed has stealth. With the temp powers from bank jobs and a jetpack salesman in Grandville willing to sell to anyone with 10K to spare, I'll give the edge to super speed. You can fly a little when you need to through other means. back to the first hand. Flying is wicked fun.
Radiation feels low on damage output in the early game for me. That's a big reason I've never gotten very high with it. Solo, it could be an issue. Of course, there are a few powers from Dark that are a little on the weak side in the early levels too. I don't think either really has an advantage over the other.
Stamina. I'm going to say Yes. Stamima is required on either of them. Why? The Rad secondary has two toggles and a tier 9 power that stops end recover for a time after use. Dark has two toggles, one of which will be up just about all the time. Since both primaries have big AoE options, both use a lot of End.
I'd like to suggest my guide for new players. In the powerset section is a description of the powers and some personal views on them based on my own dealings with them. The address is in my sig, but since the forum software keeps changing my tags I can't make it a link.

1. Well for one, there are so many good choices and a limited number of powers you can take.
2. In the late game, I like teleport on my Rad/rad defender while he is running choking cloud and having a stealth proc in teleport.
3. Rad/Rad is really a beast.
4. For all the toggles I foresee you wanting to run, you will want stamina. It is worth noting that the rad blast powers are lighter on the end use than their defender/corruptor cousins.

Ok, having a fun playing around with the corrupter class. I made both a rad/rad and a fire/storm.
For Rad/Rad, Acceleration metabolism seems to have very long cool down, seems like getting several slots for reduction in recharge rate is paramount for the skill. However, it terms of nukage, does irradiate work well or is that something to mess with later?
For Fire/Storm, very quick kills. I got O2 boost and I am very underwhelmed by it (dark and rad heals are far better for healing)... does the usefulness of this improve with more complicated enemies? I am thinking when I hit my first respec I will remove it for something else if it doesn't have descent application in a group. Oh and speaking of fire/storm I don't see any guides for it out there... any good posts I should look at?

Most Rad users take accelerated metabolism. Most users of accelerated metabolism take hasten.
Irradiate is decent for a corruptor AoE, but the big thing is the defense debuff in irradiate - 30% for 10 seconds. You will just hit better especially at the lower levels.
O2 boost is a power more like clear mind or increase density with one of its properties being a minor heal. O2 breaks/prevents sleep, stun/disorients, and protects the ally from endurance drain. O2 will also boost perception radius negating the night widow smoke grenade laster in the levels.

Accelerate Metabolism is a must if you go rad. You'll want it 6 slotted. You may not be able to, but it's worth trying for. 3 recharge and 3 end Mod. Recharge first. With Hasten you can have AM up most of the time time once you get Single Origins. I've got one defender and one controller with AM and both have hasten. I don't normally take hasten.
Irradiate isn't a nuke. It's X Ray Beam as a PBAoE. Damage isn't really any better than a first tier blast from other sets, it's just that it hits everything around you. Another issue with it is the damage is done in ticks over time. Instead of 40 damage, it does 5 then 5 then 5 then 5 and so on. That's time for most mobs to get off at least one shot at you, and because of the debuff, there is a lot of hate coming your way. I'd seriously put it off until you get N Blast. The Def debuff in Irradiate will basically add 1 SO Acc to the attack. Irradiate also takes a lot of end, and with the toggles running, you're looking at a very low recovery rate to start with. Basically, until you get a good followup for it, irradiate is a lot like shooting a beehive with a rubber band. It won't do much besides bring you pain.

For me it comes down to this. At low levels take both, youll need the attacks. At higher levels once you get lots of set enhancements you'll pobably go for a high recharge build. This will mean x-ray and nutrino will recharge so quickly, you will only need one of them

Solo, I actually use super jump for the Hold/KB resistance in acrobatics. I solo a lot though

There's only a few EB's in the game I haven't been able to solo. Solo build requires a different focus and skills. I recommend making a dual build later on, one for solo, one for teaming. That way you can swap out powers like mutation and fallout for more defenses.

As for the "draws too much agg thing", thats only an issue if a) your in a team, and b.) the teams aggro magnet is rubbish. I've never had irradiate strip aggro of anyone.

Point 1- That's probably true. I don't plan builds around sets though. If I get a good one, I'll use it, but my alt to inf ration just doesn't support the use of them.
Point 2- On a Rad/Rad, both toggles will also interrupt those powers for much less end and in a more controlled way. I think it's a great power, just not an early one. Too many people think it's going to be a like fireball. It's not a nuke. It's not even fireball. You don't pop it and watch the bodies fall. That was all I meant.
My aggro experiences were based on a team. Solo you get it all anyway. Every time I used it, I drew a lot of fire, and since it was a PBAoE, a lot of that was melee.

I usually get AM 6 slotted eventually though - no one will hate you for providing even more endurance, and lots of players are running a little low eventually. Using it with choking cloud helps too, when running the other expensive toggles.

Is there a reason behind this?[/color] Yes, the reason being Rad/Rad is at heart an AoE specialist, and you will have limited need for multiple single-target attacks once you get Cosmic Burst. I opt for NB because it's quick to recharge and takes very little endurance, making it a good filler in your attack chain. Once you get CB, you will be relying on that heavily for stuns and high single target damage, leaving little time for other single target attacks.

SS is often used in conjunction with Super Jump, which also opens up the possibility of taking Acrobatics later. I prefer Flight myself.

[color= orange]I like to group and solo, is the double radiation build desirable and descent for soloing?[/color] Yes, Rad/Rad is a good build all around, very capable soloer (though slow until level 28 or so) and always welcome on any team. As far as teaming goes, don't worry too much about teammates killing your anchors, just re-anchor if needed. Remember you have a field that you can apply quickly and one that takes a moment, use them accordingly, and remember which does what. The quick field (Enverating) drains a lot of endurance so put it on or near mobs that are taking damage. The slow one (Rad Infection) takes very little endurance and is good for holding off a tough mob until you can tackle it.

As long as you have Accelerated Metabolism slotted up you can do without Stamina, however it will take more finesse. I'd take Stamina (and Hasten for that matter) unless you really couldn't fit in your build.

"Nuke" in this game has a specific meaning. I am told that in other games it tends to mean any AOE, but I could be wrong about that.
When people talk about Nukes in this game they mean things like Inferno, Nova... most of the tier nine attack powers. They have long recharge times, significant downsides (like draining all your endurance when you're in the middle of a crowd) but they will usually kill all minions and mess up the management really badly.
I think this game has more AOE for more damage than most MMO's but again... I'm inexperienced in the wider world.
Just think of it as a "local dialect" thing for CoH/CoV. Same with "recharge" vs. "cooldown".
