The designer more than likely used either floor safes or accent lamps, combined with floor tiles to build them. Using the safes or lamps, you can raise the floor tiles off the actual floor, and then build a new floor on top, in this case using desks for the raised landings.

Hey hey! Yeah, I used a Floor Safe to get the height, then a Floor Tile to build the landing on. That's pretty much how I build all my floors.

Ive played around a bit with trying to get a similar stair to landing then stair to raised floor similar to the one in the following example on the right...
