I would have King's Row Clothing Consignment Shop, but okay.
The reason I see for a Tailor in a starting zone is for players who find that thier costumes look a little different under the game world's lighting than it does under the lighting of the charcter designer screen.
But fresh out at L1, they wouldn't have any $Inf to afford a costume change.
So the Tailor contact would have to give out a mission that would earn the lowbie a costume change token, not an extra slot like the "Big Boy" Tailors in the higher-level zones.
I would have this mission only available for characters under L5, and only doable three times at most, each time with a different enemy faction.
Mission 1: Hunt 15 Hellions
Mission 2: Hunt 15 Clockwork
Mission 3: Hunt 15 Vahzilok (in GC)

Like it or not, if you want to experience every facet of the game, you will need to leave the starting zone.
...I forgot what experience means.
I vote for putting the only AE building in Boomtown.
AP is already far too crowded as it is. If they were to put in a lowbie tailor (something I don't think is terribly necessary anyway), I would hope it would go in Galaxy City.
Also remember, if you have the Pocket D teleporter, there's a tailor in the VIP room now.

You don't even need to Pocket D porter, take the tram over to King's Row and use the entrance there. It's one the way to the police station and it's easy enough to get there without engaging any mobs.

[/ QUOTE ]If you're heading to KR, you can use the KR->IP gate and be only a couple blocks (in a straight line) to a Tailor shop. Just dodge a couple of Family spawns and you're there. For an ultra-lowbie it's quicker than running to the far end of Steel.
Well yeah, but if you don't have the porter you can't get into the VIP room.

actually you can have the porter with out being able to get into the vip room. you need the vip gold club member badge if im correct to get into the vip room.

and that is the only way to get the porter.
however, you have to be level 3 to get the porter.
now, my question is, at levels less than 10 are you really going to use the tailor rather than just re-roll?

Am I going senile? Doesn't the VIP Gold Club Member badge GRANT the teleporter power? (It's actually called Pocket D VIP Pass). Is there another way to get it now?

I can see circumstances where you would. I've got some old lowbies who, if I decided to pick them up again, I wouldn't want to lose their old anniversary badges.
I still think it's easy enough to get to the existing tailors though.

[/ QUOTE ]No, you're not. Yes, it does. No, there's not. You have to buy the GvE box or goodie pack, which gives the badge, teleporter, jump pack, and costume bits.

The reason AP prolly doens't have one is to keep your user base interested. You give them everything in enough zones and they'll get rather stale, since it's a rinse of another zone. Keeping the user DETERMINED to get to steel canyon via a sg portal or a long tedious run or a tp from a friend, promotes inter-dependance on others, like a MMO should have a bit of (not exclusive, solo is needed as well 
)
I vote no on the tailor, and the inevitable shouting for a difficulty slider NPC RIGHT in the AE building as well. :P
