Level 24! Wait... what happened?
well you only have 3 attacks, and your best attack Slash is only slotted with 1 IO. Aslo I wouldn't use build up I would use follow up, it is a good attack and it gives you a damage bounes and to hit. this is what I was at a lvl 24 and was doing just fine.
Also Mind link it a great power just look how much def it gives just save it for when you go up to a boss.

So, I got my Blood Widow to level 24 today (after only a week of soloing!) and jumped-shift to the Night Widow branch. But after doing a couple missions solo, something definitely doesn't seem right.
When I was a Blood Widow, I was soloing bosses fairly easy. All I needed was one purple inspiration and I would just go to town. But now it seems as a Night Widow, even after the critical hit with build up, I'm using two purples, and numerous greens. I'm also being sent into the orange/red HP level in regular groups. I never had this problem as a Blood Widow. All I did in the respec was swap Follow Up with Build Up and Foresight with Mask Presence.

Losing foresight is why you're suddenly burning through purples. I can really comment otherwise.

Follow up or BU is a personal choise, but I have to agree 100%
if you have Tactical training: Maunuvers, Forsight, and Mind Link
you should have very little trouble staying upright. Also combat
training Offencive realy isn't much use afer lv 24, its like a free
DO in all your attacks, and thats not much once SOs are around.

Definitely have to agree with those that said losing Foresight was one reason for your downfall. Mask Presence doesn't provide you much defense(2.5%) when compared to Foresight and the 7% if provides.
I personally wouldn't bother with Build Up because you are waiting for it to recharge where as with Follow Up you get damage, +Dmg and +ToHit which is nothing to scoff at.
I would personally drop Mental Blast for Poison Dart because the damage is better and although psi is resisted less than lethal is you will still do better damage with it.
Drop Combat Training: Offensive because it provides minimal returns, Tactical Training: Leadership is the way to go once you get to that level.
Swap Build Up for Follow Up because of the better upsides.
Drop Mask Presence for Foresight because you get more defense and thats always better. I did not take Mask until level 28 so you will be okay if you can't critical until then.
Once you level up again start slotted Slashing asap because FU + Slash is beauy.

A couple more thoughts I'll toss out there for OP at this level range...
Maneuvers > CT: Offensive -- Just take Maneuvers
Another Attack > CT: Offensive
I'm in the Follow-Up over Build Up crowd as well. Treat it like an Attack (it's actually
pretty good). It has decent DPS, helps the entire chain, and often times it can be stacked.
One thing I notice is that you have a lot of slots taken up by Maneuvers, Stamina, CJ, IW.
Personally, I wouldn't have any of them more than 2-slotted at this point (and a couple of
them with just the base slot).
So, I'd reduce those and put them in attacks... (of which you need 1 more for sure,
and better still, two, in addition to Follow-Up).
Later, you'll want to add slots to those things, but early, just having the power is enough
initial boost. On the flip side, no buff is better than simply defeating mobs quickly and efficiently.
Lastly, and this may depend on your bankroll and marketing, consider Frankenslotting
with set IO's - with 4 slots in an attack, using L25 set IO's (say, A/D, A/D, D/RR + common D)
you'll get somewhere in the neighbourhood of 45% Acc, 90% Dmg, and 20% Recharge, which
isn't too shabby for only 4 slots, along with at least one set bonus (Regen or Recovery
isn't a bad little perk).
Basically, you can maximize the core effectiveness of your attacks early - which goes a
long ways to getting rid of enemies quickly. Of course, any more slots you can put there
is even better, but I'd consider 4 minimum in each attack immediately as a high priority
in my builds.

Foresight > Mask presence. That's your problem 1.
Problem 2 is you need Mink Link to push your defense to almost god-mode and then some set bonuses.
NW has the burst dmg to take out some mobs very quick which means you take less damage in the long run.
Are you fighting more mobs with -defese like Longbow? Longbow has a lot of defense debuff.
And I assume you took Maneuver and Combat Defensive right?
What's left is to normalize all Assassin Strikes and improve Stalker's old sets (Claw, MA and EM)! You don't need to bring back the missing PbAoE attack. You just need to make the existing ones better! For example, make Slice a WIDER and LONGER cone.
