Idea regarding purples...
Why just purples? Why not all of them? And what if your second build doesn't have the same power where you have the purples slotted in your primary build?
Purples are supposed to be hard. I'm sure many don't even have any slotted.

because purples tend to be on specific set bonus, so allowing them to cross over builds wouldnt be oped. however allowing all set bonuses to carry over would just be plain stupid. a perma-hastened softcapped wp tanker.......no. Just the purples. It would do a bit to ease the gulf between the haves and the have nots

As someone who's generally a have-not... I can't agree. They're supposed to be rare, used with thought. Having them carry over cross build would have too much potential to just get ridiculous.
Dual Builds are meant to be separate.
having a full set of 5 bonuses carry over from buidl 1 to build 2 would create the ability to be far too powerful.
+75% accuracy (more than 2 SO worth) and 50% recharge (more than twice quickness) plus other effects for zero slots in your build.

Only way this could ever work is if when you respec one of your builds that it allows you use the enhancements from the other build in that current one and any enhancements unused would simple just be unused and wouldn't appear in your enhancement tray or anything.
That is how a lot of people wanted Dual Builds to work but the Devs thought other wise and it isn't a likely change because the players did cry out for it and the Devs still held there ground.
But set bonuses carrying over? No. Before that ever came near happening I'd like my Pool Powers to work while in Dwarf and Nova forms.

Im not seeing how giving more benefits to those who have is closing that gulf, and I assure you, if you are at the point where you're puting purples in your primary build, let alone your alt build, your one of the haves.

It would be fine, and a big plus even for those who have already obtained a number of purples, as they could free up some of their loot for use on other toons or to sell for profit.
That being said, I don't expect the suggestion to be able to use a single enhancement for both builds will ever be implemented.
still keeping with the rule of five, allow for purple set bonuses to carry across to both dual builds.....they are hard enough to get as it is. this would help a bit.....
