Does Hover need to be sped up?

Even if that's so, I meant what I said about the math. I would be inclined to agree with you automatically if not for the quotations around "Defense Boost" that make it sound as though it's regarded as some sort of mythical unicorn.

One out of fifty times, it will mean an attack which otherwise would have hit you and dealt full damage will deal no damage at all.

If you're attuned to statistical spreads to the point where you can notice that without record-keeping, I'm impressed. I don't think I could immediately notice anything shy of a 10% buff to defense, and from playing my SR scrapper a lot, I am fairly attuned to 'normal' hit chances (as a matter of survival!). However, if you try to argue that that's nothing -- given how frequently characters are targeted with attacks even in low-impact play -- I'm skeptical of your ability to analyze the game. =P

It's extra endurance cost stems from it's ability to allow you to travel in any direction on the X, Y, or Z axis. That's the reason it costs more, not the defense boost, as Combat Jumping has the same defense boost and costs significantly less.

Movement in any direction, and staying there once you stop moving. (Unless you get hit with -Fly, anyway.)

The fact B_I hoovers in melee range confuses me.

Unless you are in a cave hoover should keep you from being pounded on by most mobs.

In fact, nowadays Hover can get you killed very dead at low levels, unless you have a -KB IO slotted somewheres: It'll in essence freeze you in place so enemies can pound on you all the harder. "Defense," my posterior.

The knockback animation when not flying takes LONGER.
