Insect Control?
Hm, I could see a hold where the target gets covered by a swarm of ants and spends the next few seconds spinning in a circle shouting "get 'em off of me, get 'em off of me!"

Before anyone asks: Yes. I know Spiders are not bugs. But they're commonly accepted as similar enough to be labeled as such.
[u]Insect Control[u]
Tier 1 Spiderbite: Single target immobilize with Minor Damage. Standard for a control set. Animation would be the general 'web' effect of a single target immobilize power with an added graphic of spiders climbing around in the webs.
Tier 2 Swarm: Single target Foe Hold with moderate damage. Animation would likely consist of the 'choking' hold animation while surrounded by the swarm the OP linked to. Just replace the 'Char' black cloud with the DE Swarm.
Tier 3 Spiderlings: AoE immobilize with minor DoT. Same animation as Spiderbite, though I'd suggest having a 'carpet' of dark particles (spiders) move towards the target area. Like Tenebrous tentacles.
Tier 4 Crawling Doom: Ground Target slow field such as quicksand which lowers the target's damage resistance instead of defenses.
Tier 5 Stinging Swarm: Ground Target Area of Effect. Creates a pet with a large number of hit points and a taunt aura with minor DoT.
Tier 6 Ant Mound: Summon a swarm of ants from beneath your foes. Ground Target Area of Effect pulsing foe hold (like Volcanic Gasses) animation would be ants crawling in pre-set lines over an illusory patch of ground and over held targets.
Tier 7 Cloud of Flies: Ground Target Area of Effect AoE -tohit-perception. Summon a MASSIVE swarm of flies which greatly reduces the accuracy of foes in the AoE. Perhaps add in a minor chance to stun, NO damage whatsoever, and make the NPCs not notice this attack. I.E. they're too busy dealing with the flies to notice the PCs.
Tier 8 Summon Swarm: Summon 3 DE Swarms with all the normal powers (and HP) thereunto.
Tier 9 Summon Wasp: Summon a Giant Wasp pet with decent HP and good damage. Create a new (if rudimentary) skeleton for it and give it only 2 attacks. Bite and Sting. Both recharge VERY fast. Bite deals high lethal damage, sting deals toxic.
Unless otherwise noted all damaging powers in the set deal Toxic damage.

A powerset like this might make me stop playing the game. Bees and wasps are a phobia of mine.
I like the set, all the way up to the giant wasp(rachelthulu)/bee(J_G). Giant insects just seem soo..... cheesy.
Since you have the spiffy little pets and pseudo-pets, how about something unique among controllers for a Tier 9, a self armor. This would make it so that instead of getting a pet at 32, you "become" your pet.
You could use the Cloak of Shadows/Power Surge costume model, with added insects to look like a human shaped mass of bees.
The power would be a "Granite Armor like" toggle that offers the controller themselves decent defense, with some penalties, something like:
Tier 9 Social Order: Summons a colony of bees to protect you. Provides moderate defense against all damage types except psionics, as the mass of drones absorb the impact for you. Additionally, since your mind is linked to the greater hive any psychic attacks, and controlling effects used against you are greatly weakened as they are spread out amongst the colony as a whole. Foes that get too close risk being stung, dealing minor Toxic damage over time, and slowing their movement.
Numbers of say:
12.5% defense to Smashing and Lethal
10% defense to Fire, Cold, Energy and Negative
20% resist to Psionic
6.92mag protection from Hold, Sleep and Disorient
20% chance for 3*0.1scale DoT (power ticks every 0.5s standard for armors)
Penalty wise It wouldn't need all the penalties of GA because it's nowhere near as potent:
-35%speed (same as stealth pool power) and say
-50%range (This serves to push you in closer to melee range, to counter the possible "Tankmageryness")
I wouldn't include a damage or recharge penalty, because control sets already tend to have a great many long recharge powers, and their damage is already fairly low.
The numbers may seem rather low, but they would have to be given that Controllers have a support secondary to stack with it, and Dominators potentially add solid damage on top of the mitigation.

Then you give 'Bug Control' a PBAoE Heal power, a group stealth, and a Self Armor...

i didnt comment but your list helped me make the list i was making it while reading the comments and kind of mixed it in with Oath's and a few of my ideas, ill change it off and on so im just letting ideas linger

I had an idea that could be easily made into a new powerset for controller and/or dominators.
, but I'm just throwing ideas around. 
Insect Control/Domination
Attack Order - You send a group of bugs to rapidly sting your foe.
Ranged, Moderate DoT, Foe Immobilize, -ACC, - Damage
Scorpian Paralysis - The massive venom of a scorpian
rushes through the veins of your foe, paralyzing their body.
Ranged, Foe Hold (toxic), -ACC, -Damage
Swarm of Locust - You summon a massive swarm of locust to hold a large number of your foes in place.
Ranged (Targeted Area of Effect), Minor Damage over Time, Foe Immobilize
Infestation - Summoning a legion of cockroaches from below your feet, as they creep they slow and foes around you.
Toggle, PBAoE, Minor Damage, Foe Slow
Cicada Shriek - A blast of the scream of a cicada terrorizes a group of foes.
Ranged Cone, Moderate Damage(Smashing/Energy), Foe Terrorized, -Damage Resistance(All)
Heal Order - The substance of the mystic species of your insects heal your wounds along with your allies.
PBAoE, Ally Heal
Camouflage - The art of camouflage has been brought to you and your allies, cuting you out of sight from your enemies.
PBAoE, Team Stealth, +Defense(All)
Swarms - You bring fourth the insects around you into swarms by your side.
Summon three Swarm
Insect Armor - Pure control over the insect species has given you the ability to summon a massive swarm of bees, they tightly surround your body and protect you against your foes.
Self, +Defense(All but Psionics), Foe -Speed, -ACC, Minor DoT
This Isn't the best powerset idea, and controllers have enough sets already
