Super Villains!
It's not that good an idea...
All it teaches us is that villains are stronger and better than heroes, obviously. Especially on Co-Op Task Forces where Villains mop the floor with their foes whilst Heroes struggle.
There's just too many issues to balance to make this into a good idea. A Better one? Having the Writers come up with villainous storylines enacted by the player, rather than running to various contacts.

do you know it is fact that Super Villains are in fact super heroes in their own rights..
To a Villain what they're doing [example: CoV] we are out there defeating and kidnapping people, and stomping on thugs and also fighting the Arachno threat, even fighting the Rikti invasion and the all new Zombie Apocolypise. To a Villain they are heroes, what makes them villains is that along the way of fighting these mobs or missions or whatever. They're using what they gaine to their advantage to gaine that power.


In CoV yes. Villains are just heroes with bad guys for contacts.
That's a problem with the system. Personally? I'd rather have the 'contacts' of CoV be blackboards, stacks of papers, and such rather than people sending you on missions. Going out and accomplishing your own dastardly plots!
But that's not gonna happen. The point is: Making Villains more powerful than heroes doesn't make them more villainous. It makes them stronger.

Game. Balance.
If the Villains are stronger than the heroes in PvE why would anyone want a Hero on a Co-Op team? For the ITF or LGTF, for example?
Break the balance, break the game.

Some people refuse to acknowledge that this an MMO first and foremost, and a Super Hero/Villain Simulator second.
Villains are already super villains...that's why they are just as strong (give or take on match up) as the Super Heroes. If you don't think you are evil enough use MA too make some evil missions. Hey look MA you suddenly are making you own evil plans and executing them, just like a lot of villains have wanted from launch.
The catch is now you know how it will play out because you played god and just not evil plotting guy. Man if only there was someway to play someone else's evil plans...
Er... In comic books, villains usually don't take on large groups at once. Villains hide from their enemies, have lackeys to do their dirty work, and when the final confrontation comes, more often than not, they lose.
So what would your answer to that be, OP? Make all villains Stalker/Masterminds whose powers are weaker against heroes than heroes' powers are against them?

Kudos. Or as Hardcase sez: There's something going down, but if you're one of those, 'I want to eat human brains' types, then I got nothing for you. Look, we may be villains, but we still live here. I do what I do to make my life easier, but I don't go out of my way to hurt people who don't deserve it. I make my own destiny and I don't care about the laws unless someone's strong enough to stop me. But I ain't a monster.

So I originally bought CoH right before CoV launched, about 21 days before actually.
CoH had been a game I had seen and was intrigued by but never tried as I was busy with other games. When CoV was coming out I was even more intrigued and Loved the idea of making my own Super Villains. So I got CoH since the price had come down and figured it would be the trial run before I paid full price for Villains.
The irony is I have enjoyed CoH far more than CoV. I don't think CoV is a bad game, I just don't think it lives up to it's name, like many others I have seen at least on the boards here, it doesn't feel Villainous enough to me.
So I came on this idea while soloing my new brute. One of the main differences I see between Villains and Heroes, is that typically Heroes show restraint, they don't want to hurt people more than they have to. They arrest bad guys instead of killing them whenever possible etc.
Villains on the other hand love power, they love to use their power and inflict as much damage on their enemies as they can (typically.) So what if we could take advantage of the new rules which treat powers differently in PVP and PVE zones, and give villains a huge PVE Buff.
The idea is that Villains could show their lack of restraint by taking on much larger groups, giving them the feeling of being very powerful, more Villainous when instead of taking on 3 person groups, they could easily take on 6 or 8 person groups.
I suppose this idea should be discussed more in theory as it would be a big thing to do. the Devs would have to adjust either all of the power sets or all of the bad guy stats on Villain side. Spawn rules would have to be changed villain side and XP changed so that XP remained relatively the same per group of bad guys. (E.g. the previous 3 man mob would generate the same XP as a new 8 man Mob.)
If it were to be done, I think it would make Villains feel more sinister to play. Less "restraint" as it were. Of course PVP zones would treat villains much the same as they are now. AVs and such would need to be scaled since they should still be a battle, but I think it would be neat to take on much more bad guys than people can currently.
