I'd love to make such a statement for you, but it'd be a lie. The changes for APPs/PPPs are more widespread.
The basic tack we took was "if the power is not being taken by the players, replace it with something that is." So, a number of formerly heroside only powers are now available on villainside, and a number of powers have been replaced by something we feel will be more useful in general.
I'll be very interested in seeing the reactions to the new lists in Beta.
As for the PVP zones, yes, doing PVE content there will be harder.

That shouldnt have anything to do with Web Grenade, it's the one power from the weapon's EPP that I see being taken more consistently (in the rare case where Weapon Mastery is taken over the other two).
Anyways- you wanna talk about balancing pvp and such. Web Grenade & FA in the same power pool would go a good ways to making Scrapper's a lil more viable in pvp.

Just because the majority of players may not have taken the same epp/ppp power that I did I'm going to have it taken away from me because somebody else didn't choose it for thier character? Bad idea. Instead of kicking a player in the nads for not following the herd in what is considered good or bad, why not just add those other powers to the pools so players can have more to choose from? Still only have the same amount of powers from the pool they currently get, but have more choices so people that may like that little used power won't have to feel like they were stabbed in the back because other people don't like it. More choices would seem like a better way than just telling us that we can't have a power anymore because other people didn't want it for themselves.

Actully yes, they added Slow movment and Recharge Resistance to it.

I think either what you read was incorrect or you misunderstood. I'm quite certain the PVE specific changes that were made for I13 will affect PVE, while 95% of the PVP changes have no effect on PVE (I say 95% to hedge my bets, actually.)
