Thanks for the tips and pointers - I've made it as far as Silver, but am still working on Gold.
Ah, I didn't know my dad would admit to doing that. 
In fact, this badge gets easier each time. With my Lv24 Scrapper (with a Speed Boost) and only Sprint and Super Jump I got this on my second try.
EDIT: So you know I'm not cheating, here's my enhancement window. That's right, only a +1 SO in Super Jump...

I'm not ashamed I'm a bit of a badger, and will stoop, er try whatever I can to get the shinies.
Those are helpful tips, and I got my gold medal the same way (minus the jump power). But there was one very important thing you left out.
Lag
I got the badge on my first try in a lag-free instance of Pocket D (after about a hundred other tries, no exaggeration). What I did was exit the zone by going to Father Time's mission, then coming right back. At the time, I was presented with Pocket D 1-4. I was like "4 should be emptiest, right?"
Wrong!
Pocket D 4 was just as full as Pocket D 1. So I did the same thing again and tried three, since obviously everyone else was thinking the same thing I was, and flooding Pocket D 4 to escape from all the people.
Pocket D 3 had only four people, total. I took off flying to start my run, and one of those people just tossed me a SB to be nice I guess. Finished it on the first try in 24.66 seconds. I was overjoyed!

Here's just to show you that even a Lv3 can do it! It's all just practice!
I was able to get all 3 badges on two seperate characters yesterday thanks to all the tips!
I used mainly sprint, the Zero-G pack, holding forward, strafing a bit and steering with the mouse to finally get the gold. When I realized my villain didn't have the Zero-G, I attempted it with Intertial Reduction and was able to get them with him in just a handful of tries!

Kins/temp powers are not required for Speed Demon. About 4 hours ago I got it with Super Jump (Slotted with the +Stealth set), Hurdle (3 slotted jump IOs) and Sprint (1 lv 50 run IO). Total time, 21.0 seconds. No idea how I did it, just know that it took a few runs to get use to the extra speed SJ gave me over CJ.
The guide's an easy way out. I know it can be done with only Super Jump. 
Strange, I've been doing it without powers period. XD I'm crazy like that though.
Also... What's with all the slots on your defensive powers and almost none on your attacking powers?! MOAR DAMAGE! D:
You're talking to a Tanker-origin hero (that's right, Archetype don' matter to me). Best offense is a good defense, 'cause when I got enough defense, I just whittle away at the health. Plus, even with that build, I can solo EB's. In fact, here's the updated version.

Anyway, I thought "there must be SOMETHING I did," and remembered what I had: fly, sprint, speed boost, inertial reduction. Thinking that, I was able to get it with temp powers and a Kin (SPEED BOOST IS YOUR FRIEND!
So here is my little tips-and-tricks guide to Speed Demon...
[u]Supplies[u][*] Fly (at least 99% enhanced speed)[*] Speed Boost[*] Sprint[*] Super Jump, Inertial Reduction, or Zero-G Pack
[u]Technique[u]
[u]Tips[u][*] Steer with your right mouse button; if you're not skilled at this I can't help you[*] Avoid touching the ice while flying; it makes steering clunky[*] Strafe less than you turn; strafing excessively tends to force you into a slide you don't want[*] Find a lag-free Pocket D instance; or at least less laggy
ENJOY YOURSELF! It's not JUST the badges, but the fun in it! Also, if you reach speed cap and get shoved back or /stuck'd by the game, then you can [censored] all you want.
This guide should help you get stuff like this.
