Very nice! I agree, the IO bonuses are unbelievable! I made a super-reflexes enery/energy blaster recently with IOs.
Using mid's I made an SR scrapper, and fully slotted all the defense powers (except elude), and all toggles on showed 30.2% defense to ranged, melee and AoE. That was my goal for my blaster.
When it was all done, he came up to 27.4% melee, 28.7% ranged, and 24.9% AoE, and that is before Powerboost kicks in to add another 8% to each. Powerboost isn't perma, but my next build, it will be. That also doesn't include the tough and epic armors which can bring smashing/lethal resistance to near 50% with resistance to others being good too (30% energy if using electrical mastery, 15% cold and 30% fire if using flame mastery, etc)

Sure, you can do this with any toon that has a good variety of Set options. Fire/Elec has Ranged, AoE, Melee, PBAoE, EndMod, Sniper, and more.

Looks pretty good.
I've seen a friend using those Chance for Hold procs, they are well worth it.
One thing you might consider, I chose not to use any Impervious Skin: Status Resistance, but if you're going to use one, you might think about getting an additional slot into Temp Invulnerability so you can have two.

I've been working on a build for my blaster for a while, and I came up with this. First, I must say that I lurve Force Feedback procs, delicious. Mmmm.... The only real problem I can see is endurance, because +290% recharge seems like it will take a toll on the endurance bar, but that aside, I think this will make an excellent build come the defiance changes (today, yippee!!).

I think Mid's has an addition bug when displaying totals. On my previous post, I mention how I had nearly 30% defense to ranged, melee and AoE after IOs. Well, I carefully hand calculated and it appears that Mid's doubled the effect of the defense Stealth adds, during the totals phase. (Stealth is normally 1.75%, fully slotted to 2.76% using 6 red fortunes). However, when toggling it off and on, all defenses change by 5.5%, instead of 2.76%.
So, be careful on your values posted, as Mid's isn't 100% flawless yet.

How inf did it cost to buy all of those IO's? I find all of those guides to be interesting, but most of my characters are too poor to make use of them.
It cost a lot. Somewhere between 125 million and 200 million.
However, all that money was stuff I had earned since i8.
With the markets, a good level 50 lawnmower toon (I use a Spines/Regen), and some levelling up lowbies (for valuable low level stuff, now accesible to anyone through Flashback), it's not that tough to make 100 million in 2 or 3 months.
I went from 100 million to broke, back up to 100 million, back down to broke, and now I'm back up to 40 million.

Yeah, your mistake.
You're only counting my Set Bonuses, not Base Regen OR any of my other Regeneration bonuses. I suspect you've left out something of your own Regen bonuses as well. If you're a Blaster and you have capped HP then to Regen at that rate you would need 292% as well.
Base Regen is 100%. I get 68% JUST from Set Bonuses. Add to that 25% from the Regenerative Tissue +Regen, 20% from Numina's Convalescence +Regen/+Recovery, and 78.7% from the Health power.

Regeneration functions as a percentage of your Total HP.
With capped HP, 1606.3, I regenerate 19.5 HP per second, according to Mids.
Regeneration works based on Ticks. You regenerate 5% of you total HP every Tick. Increasing your Regeneration increase the Rate of the Ticks, not the Percentage you get from them. Increasing your Total HP increases how many HP 5% of your Total is.
Now as it turns out I could remove either the Jaunt: Range or Jaunt: Endurance and replace it with a Common IO, and I'd still have capped HP. It wouldn't look as pretty in the Enhancement Screen though. I might add in Titanium Coating: Resistance (or Aegis: Resistance) instead of a common Res IO for the same reason, even though the Set Bonus is just 2.2% Sleep Resistance (or 1.575% Fire/Cold Defense for Aegis), just cause it'd look prettier. Probably I'd go with Titanium Coating, since I have Sleep Res to stack that with, but no meaningful Defense to stack the Aegis bonus with, and because 2 and 2 would look prettier than 1 and 3. However, I'd need to respec again to put them next to each other, lol.
In any case, look at your build again. It seems to me you are almost certainly leaving out Base Regen and Health from your Total Regen percentage.

We are exactly the same except you claim a 68% bonus and mine is 116% so unless you are at the cap at 68% I should regen faster than you.
Now I admit my exact regen is from in game tests not formula. I get 1 tic every 4 sec of 76ish hp. which is close enough to 19hp per sec.
So the only way I can see this as happening is if we both hit the regen cap in which case I have a bunch of extra regen.

This fits with the data my Mids is showing me of 292% Regen on 1606 HP.
Not sure where the difference is in our findings.

I have a higher regen bonus so that means my tics should be quicker than yours. the amount is static as we have the same hit points. All that should change is the time in between tics. I measure mine by counting steam boats, but even if we had a stop watch we couldn't account for lag.
Point is I should regen slightly faster than you. and I probably do but its measured in micro sec.
The great thing about the Invention System is the variety of slotting options now available to us. No longer is there really a single best way to build your toon. You can choose to focus on those aspects that seem most important to you.
The following build guide is not intended to be viewed as the 'most optimal' build that everyone should aspire to, but rather as an example of how one can use Invention Origin Enhancements, Hamidon Origin Enhancements, and Accolades to make a build very powerful while simultaneously retaining some features that most Min-Maxers would consider part of a 'concept' build.
Before the Invention System was released Wavicle had a build using about 40 HOs and about 25 SOs. The build was effective and fun, and focused on two 'conceptual' features: great Range and good speed Hovering and Sprinting.
The following build uses about 40 IOs and 20 HOs and retains almost everything from the HO build while also adding many Invention Set Bonuses and improving upon the HO slotting for several of the powers.
The standout features of this build are:
*Capped Hit Points - 1606.3, the Blaster Cap. If I team with a /Cold Corruptor in the Rikti War Zone, she can put Frostworks on someone else, because it doesn't do anything for me.
*Impressive Regeneration - Including Health, Global Effects and Set Bonuses Wavicle has 292% Regeneration, she Regenerates 19.5 Hit Points per second.
*Better than Pre-ED Damage and Accuracy - IO Slotting, Set Bonuses, Assault, and Defiance bring Wavicle's damage to +160% without Aim or Build Up. This surpasses the slotting she had in Issue 4 with two accuracy and four damage SOs.
*Exceptional Range - Wavicle's Range is dramatically increased using both the Boost Range power and additional slotting for Power Burst, Energy Torrent, Sniper Blast, Recall Friend and Teleport. While the usefulness of such high range shouldn't be underestimated, the fun factor is a major part of this aspect of the build as well.
Several other Set Bonuses and Global Effects add to this impressive package.
So to reiterate before I show the build itself, this is not meant as a guide to be adhered to religiously. I have found that this build has no problems with either endurance (she never runs out of end, even fighting Hamidon's Mitochondria Electrolytes, except when Force of Nature crashes or right after using Nova, and then she hits Conserve Power, eats a Blue Inspiration, and continues blasting while her endurance gradually fills up) or recharge (Total Focus permanently stuns level 52 and some level 53 bosses, easily with the use of Power Boost). However, many people like recharge and endurance recovery bonuses more than I do, and there are several easy ways to alter this build in order to have even more recharge and endurance. Other alternatives include use of Procs like Chance for Build Up or Chance for Hold, or additional Status Resistance Globals and Set Bonuses.
I call this the Willpower Blaster build because the high hit points and regeneration, coupled with Force Mastery powers, are similar, in my mind, to having High Pain Tolerance, Fast Healing, Indomitable Will and Heightened Senses. Clearly Willpower is significantly more Psi focused, but the analogy fits, in my mind.
One quick note, this is a respec build and as such I've removed the slot levels since they do not reflect when each power would have been slotted while originally levelling up.
