yeah but that sounds like more effort than its worth as the difference is pretty small. I intend to get an additional 30-40% from epic IOs. When I do maybe we can see if there is a big diff or not.

After some additional testing of this build I tweaked it a little bit.
I removed the 5th slot in Teleport, and put it in Health as a 6th slot. Jaunt: Endurance gave me a +HP bonus that was already over the cap, and the extra Endurance turned out not to be necessary. This allowed me to slot Miracle: +Recovery, and I replaced the IO: Healing with Miracle: Heal. That slotting retains the full bonus to Health while also providing an additional 17.5% Recovery.
Total Regeneration drops by 1% to 291%, but that doesn't meaningfully effect my actual Regen rate.
I now am using this build on Live and it is much fun.

I also came up with a Purple IO version of the build.
This basically doesn't improve the build much at all at level 50, but is considerably better while exemping, or in Flashback.
The Purple sets used are Apocalypse, Hecatomb, Ragnarok, and Armageddon. Only 4 pieces of each are used, except Armageddon, where I included the Chance for Fire Damage proc. It's possible that if I actually made the build I might do something else with that 5th slot, but without being able to actually test it I can't be sure.
This build would probably cost well over 500 million influence.

with the help of Natsuki I did some math for you.
The formula to find out 1 to full HP is:
240/(1+regen)= 1tofull
so if your regen is 292%, 240/(1+2.92)=61.2s
your maxHP is 1606.3
so 1606.3/61.2=26.24hp/sec not the 19.5 that you claimed.
to verify this we can use a formula to get the rate of 5%tics.
12/(1+regen)=tics/sec
so 12/(1+2.92)=3.06s
5% of 1606.3=80.315hp (each tic)
80.315/3.06=26.24hp/sec.

Well, that certainly reflects my ingame testing...
I suspect Mids is not properly calculating Regen based on it's percentage. It seems to be suggesting my ticks are happening in slightly over 4 seconds instead of slightly over 3 seconds, as your calculation and my ingame testing confirm.
So, you're right: my HP/sec number was off, instead it's EVEN BETTER! XD

I am working on recharge equations now as they relate to the new defiance and buffs. The potential damage output even for me (elec/dev) is amazing.

19.5 HP per second on a level 50 Blaster with capped HP is approximately equal to a small Green Inspiration every 15 seconds!

Using mid's I made an SR scrapper, and fully slotted all the defense powers (except elude), and all toggles on showed 30.2% defense to ranged, melee and AoE. That was my goal for my blaster.
When it was all done, he came up to 27.4% melee, 28.7% ranged, and 24.9% AoE, and that is before Powerboost kicks in to add another 8% to each. Powerboost isn't perma, but my next build, it will be. That also doesn't include the tough and epic armors which can bring smashing/lethal resistance to near 50% with resistance to others being good too (30% energy if using electrical mastery, 15% cold and 30% fire if using flame mastery, etc)

Have you looked at how/whether your build could improved through the use of the Purple Sets? Apocalypse in particular looks like it could be a net win for your build.

An update: The Aegis: +Psionic and Status Resistance doesn't work effectively in Force of Nature. One can either move it over to Temp Invulnerability or remove it in favor of something else.
I removed it and put a 6th slot in Hover to add Karma: Knockback Protection, just in case I get mezzed or -Fly'd.
Another good alternative would be to add a Stun IO in a 6th slot to Total Focus.

Lot of discussion about Regen rates here... but the one thing that keeps nagging me is the waste of 3 Hammi-Os like this. Swift uses no End, so 3 SOs would be EXACTLY as good, and 3 common IO Run Speeds would be better AND much cheaper...

In other words about 117% regen from set bonuses/uniques outside of base/slotted health. And that's including both regen uniques which you get 45% from that. That makes you getting 72% regen from non-unique bonuses. Considering your Energy Manipulation (ie not willpower, i have other blasters that have higher hp and regen than this, nothing special, and still doesnt change the name of the secondary, very misleading as well) Thats not too bad considering there isnt much to go on with that.

You sure were unique. Most people slotted 1acc SO and 5 damages pre-ED. That is very misleading for a topic name.
Personally, i'd place 5 stings of the manticore into the snipe. Its 12% more regen, 3% more damage, and you get 7.5% global recharge, something people are paying almost 60mil for to get from a LOTG lately. For pretty cheap.
Also i'd say your overslotting aim and build up really. With 2 level 50 IOs that 3rd slot only drops the recharge by 3.2 seconds. In a set bonus build thats hardly anywhere near worth it.
I would also not bother with the HO on personal force field. With the slotting you have now, you will only drop the recharge by 1.7 seconds, and the current defense you get is 75.7% defense, well over the cap so it doesnt need more defense really.
Your personally far underslotting your main attacks as well. I would personally try to get more acc/rech in them or some end reduction. Just too few for my taste, if not on the single targets, but definitely on powers like energy torrent.
Same thing for conserve power, only needs 2 slots. If you have more end problems i would look into getting more end reductions slotted like in your attacks. After Ios i dont even get conserve power anymore except for my DA scraps. Any others i've never had problems, even after nuking i can practically attack constantly and still gain endurance almost. That 3rd is only doing about 21 seconds difference out of 293 seconds. Seems like a longer amount of time but for the ratio of how much it takes off versus total wait time still makes it hardly worth it again. Even a direct comparioson taking that slot off CP and giving to energy torrent with the dam/end will give 6.25% global recharge. So the difference is actually only about 12 seconds or so for that 3rd slot on conserve power.
And i see you trying to get run and fly out of swift, but personally the effect is so low if youll be hovering you wont be needing swift for its run speed. In that case your be better off with level 50 common IOs. And again at that rate its another good place to save a slot for other bonuses by using 2 level 50 commons, with the 3rd slot pretty negligible for such a low increasing power. When powerboost is on your superzippy when needed in hover anyways as well (or sprint even).
Stamina is an uber place for bonuses. 4 slotted with EA will max its recovery, grante 1.5% bonus in recovery, and add 1.13%hp, and 10% regen as well, which seems to be what your going for mostly here. And so far nothing i've mentioned has taken away from your HP bonuses, but if you truly are at the cap, that 1.13% extra hp will let you get some better bonuses on a power that your going for the HP bonus and let you get more acc/rech bonuses or something else. And the 10% regen will help as well. (not to mention ED-capped slotted stamina and 1.5% recovery, yet antoher reason why i dont need CP)
On temporary invulnerability, that 3rd HO isnt really needed for the end reduction. Its a good place to get rid of one of those, and put the steadfast resistance/3% defense IO in. Its only a .03% difference in end reduction, not needed especially when the trade-off is 3% global defense.
for force of nature, if you went with 3 titanium coatings, you could get 1.5% hp there, allowing for better slotting of other powers like your attacks or so by not needing those slotted for the HP bonus.

Thats the thing, you tp, and you fly, not much need for increased run speed. Sprint would do you enough. (or power slide as you put the stealth IO in sprint)
Also, you can get 8% regen off of freebird for 2 of them. For as heavy as your slotting hover it would be a good place to fit 2 in. With 50s your not losing too much for the 2 HO drops and are much cheaper. 33% off each HO so with ED in place thats not even 66% fly/end thats only like 60% or so. 42% for level 50 freebirds so only losing 18% fly/end. If that end reduction loss breaks your bank your definitely doing something wrong. I can see the complaing for the 18% fly speed loss, but your gaining 8% regen for the tradeoff. If you dropped that 3rd HO in favor of a level 50 common fly speed, it only becomes like a 10% loss in enhanced fly speed. so not much, and there is still some end reduction slotting to hover so its not like you lose that completely, but it definitely shouldnt be breaking your bank either way.

An update: The Aegis: +Psionic and Status Resistance doesn't work effectively in Force of Nature. One can either move it over to Temp Invulnerability or remove it in favor of something else.
I removed it and put a 6th slot in Hover to add Karma: Knockback Protection, just in case I get mezzed or -Fly'd.
Another good alternative would be to add a Stun IO in a 6th slot to Total Focus.

Your still missing the steadfast unique :P. Personally, especialy when getting mezd in the later levels, the aegis unique is more imporant that even resist slotting on temp invuln. I'd slot the steadfast/aegis uniques into it before i'd ever consider slotting for resistance. Its base helps enough (plus whatever you get from the resistance portion of the steadfast unique).

Yeah, powers + bonuses + enhancements. Then, PowerBoost really kicks it up.

Forum not found. And powerboost only affects certain secondaries, for this build, the only things it affects are the knockbacks of your attacks, and pretty much hover/run, maybe teleport speed/ranges. TBH i'd personally have a good shot at not even taking powerboost on an energy/energy build. And while it may boost the to hit on aim/bu, it really shouldnt be needed for that, if it is, something is terribly wrong.

You do not have a blaster with higher HP than me, as I am at the cap.
As I explain in the OP, there are several aspects of this build that are 'concept' derived. The high Hover and Run speeds are part of that.
With my playstyle I don't need any more recharge in any attacks.
In i4 I found that with only 1 acc I missed more than I wanted. I like being able to fight +3s without worrying about getting especially unlucky.
Power Boost is very effective for ToHit buffs, Defense (PFF), Hover and Run speed, and Stuns most of all.
Again, as I explain in the guide, this is not necessarily the most min/maxd possible build. I sacrifice some areas (recharge mostly) in order to maintain some 'concept' aspects.
As for the title Energy/Willpower being misleading, I think I explained very clearly in the OP what I mean by that, and why I see the build that way.
Again, as I state in the OP, this guide is not meant to be a 'be all, end all' energy blaster setup. This is an example of one way to use the Invention System to maximize both mechanical and conceptual aspects of one's toon. That's another reason for the title, it's about the concept behind the character.
