Under 12 hours... probably doable. But given the skillset involved to do this right, I'd expect to pay a premium for it. It's definitely not something most artists capable of doing it are going to be interested in doing for free. I mean, we're talking having a good solid artistic ability, familiarity with three games, and the graphic design savvy to not only pick out what makes those HUD designs what they are but then meld them together cohesively.
You may need to tone down your spec, or start saving up to get it done to the current spec. There's really no two ways around it. Sorry to have to say it, but that's the way it is.

Well, a HUD is just the silhouette of the inside edge of the helmet...so, in essence, you don't really see anything that's ON the helmet at all...so, technically, all you REALLY need is maybe 4 lines, fill 2 areas with black and one area with a yellow tint, set that yellow part to partial transparency, and stick a screenshot underneath it. Presto!
That is...unless I'm reading it incorrectly.
I think he wants it a BIT more complex than that.
But, to the "requested it 8 times" comment... if you didn't get any hits the first 4 times, I'd seriously consider one of two things:
1) research the specs, and maybe revise them so it's not as complicated
2) start saving money
Also, there was the stated timeframe of 12 hours of Photoshop time. Now, I don't know how much a digital artist usually makes per hour. I do know that it'll be considerably more than minimum wage, because PS is not a broom - it takes training and practice to learn how to work with it effectively. Couple that with the raw artistic talent needed to do something other than bang out piecework, and.... you get wages in the 'artisan' range.
So... take your average professional wage, something akin to a custom cabinetmaker or auto mechanic, and multiply that by 12. That would be your ballpark figure for this 'simple' request.
Not so simple anymore, is it?
THAT SAID.... it does sound like an interesting project.

Exactly, I was formerly charging roughly 17.50 for something of this nature... divide that by your 12 hours, and I'm making $1.46 an hour rounded up... and that's IF I could do it in half a day, I'm sorry but the request is a bit much for a freebie...

Nope, not really... If you want to see a real life HUD, here's one.
The OP's request is more complex than that, too...

now i would like to make it clear that i am not demanding anything from anybody i am makeing a simple reqeust in the hopes of expanding what little i have of my art collection.
my toon yellow jack being a tech blaster. he wears an opaque helmet. and i have a simple request.
i would like a heads up display that is a combinations of samus arans master chiefs. and incorporating many themes of the city of heroes hud. possibly a holographic emma. i would like it built around a first person screenshot. and moslty yellow in color
from what i can figure it could be done in photoshop in under twelve hours.
if you feel like doing it thanks ahead of time. but if you dont. i wont be mad at you i wont even care
