Where are some good sites for CoH art commissions?

Check the "accepting commissions" list at the City of Artists site linked in my sig. Quite a few in there, and it's a good place to start.
I'm more interested in what that guy's saying in his proposal.

Actually, thats me (AR/DEV blaster) and my wife. A DM/Regen scrap.
The way I find artist to commission is through Deviantart and watching many people. Art that catches my eye, I fave and come back to the artist as a possibility for commissioning.
First, that is a great piece you got from MMOArt there man. Beautiful.
I'll echo what Phoenix said, check the City of Artists page on Deviant Art. You'll find some good artists there.
